About this file
This document is a Statement of Work (SOW) for on-site potable water treatment plant training at the US Consulate General in Merida, Mexico. The training requires a vendor to provide a three-day technical course for 3-10 consulate facility personnel, covering preventive maintenance, operation, troubleshooting, and safety practices for a complex water treatment system with multiple treatment skids processing municipal and well water sources. The system includes raw water treatment, chlorination, carbon filtration, reverse osmosis, and potable water processing components, with a total capacity ranging from 18-50 gallons per minute.
The training objectives include hands-on instruction in chemical safety, water sample testing, equipment maintenance, and operational procedures aligned with EPA standards. Participants must learn to perform tasks such as checking chemical levels, replacing filters and membranes, servicing pumps and valves, and conducting comprehensive water quality tests across multiple sampling points. The vendor is responsible for covering all training-related costs, including instructor travel, lodging, transportation, and materials. The solicitation (19MX5225Q0018) indicates the Department of State intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, with potential for competitive discussions.
