Irrigation Extension and Turf Rehabilitation along Memorial Avenue

National Park Service George Washington Memorial Parkway (GWMP) McLean, VA 22101

PMIS No. 241547I

Statement of Work:

Project Title and Location:

Memorial Avenue Irrigation Extension and Turf Rehabilitation

A. Memorial Avenue, Arlington VA 22202

Background Information

George Washington Memorial Parkway (GWMP) was established by Congress on May 29, 1930, through Public Law 71-284, the Capper-Cramton Act. The parkway runs along the Potomac River through two states—Virginia and Maryland—as well as the District of Columbia, protecting the landscape and natural shoreline of the river while offering magnificent scenic vistas of Washington, D.C., and the Great Falls of the Potomac. Along its route, the parkway also connects several important historic sites, memorials, and scenic and recreation areas in the Washington, D.C., metropolitan area. The parkway and its associated trails provide a scenic place to play and rest in the busy Washington, DC metropolitan area.

A. The initial element of this project is to remove existing turf along both sides of Memorial Avenue from the Arlington National Cemetery (ANC) and NPS property line, northeast to the Boundary Channel Bridge, and from the Avenue’s curbs to the existing Holly hedges. The Contractor shall dispose of the existing turf, transporting the material offsite to an authorized disposal facility or composting yard.

B. Following the removal of existing turf, an in-ground irrigation system shall be installed, per shop drawings, to service the rehabilitated turf areas and a drip irrigation system installed, per shop drawings, for the existing Holly hedges located on structure. The in-ground irrigation extension shall tie into ANC’s system near the property line, and all new irrigation components and controllers shall be Hunter Landscape Irrigation brand products, or approved equal, to ensure compatibility and integration with the ANC’s existing irrigation system. Note that the new, in-ground irrigation system is an extension of another government entity’s system (i.e., ANC’s in-ground irrigation) and must be 100% compatible with the existing Hunter system to function properly; therefore, the irrigation extension must consist of Hunter brand irrigation components and controllers to seamlessly operate as one continuous system.

C. Following irrigation installation, sod shall be laid to re-establish the turf panels with a sod mix that conforms to the sod used along the ANC portion of the Avenue: a 95% blend of three cultivars of Tall Fescue (Festuca arundinacea) and 5% Kentucky Bluegrass (Poa partensis). The Contractor shall submit sod specs for NPS approval prior to turf installation. The approved sod shall be installed to seamlessly tie into and match the ANC’s turf along Memorial Avenue.

D. Shop drawings for irrigation system and drip line must be reviewed and approved by NPS SMEs prior to implementation.

E. Care shall be taken not to physically impact either the roadway, curbing, or other historic features.

F. Any park infrastructure impacted during conservation activities, including but not limited to paved and unpaved roadways, walkways, turf, shall be restored to their original conditions upon completion of the project.

G. No vegetation or landscape features shall be cleared or removed as part of this project without prior approval from GWMP Resource Management.

H. In the event that artifacts are accidentally discovered during construction work, workers on-site will notify the project leader and GWMP Cultural Resource Management immediately and work stopped until the site can be examined or otherwise determined okay to proceed with construction work.

I. The Government reserves the right to exercise the option for services to map the NPS portion of Memorial Avenue; surveying shall be in a format compatible with the NPS GIS database. The Contractor shall complete a utility survey for the project area and scope the depth of soil on structure within the project area prior to demolition (i.e., removal of existing turf). Additionally, the Contractor shall investigate means and methods to run irrigation lines around the Metro escalator and elevator plazas and beneath the Route 110 / GWMP on-ramp.
