FleetCommander Acquisition Strategy Change

COMMENTS:

This memo documents the decision to award an open-market contract rather than a GSA MAS order as originally contemplated in the acquisition plan.

Based on market research it was initially determined that a GSA MAS order would be issued against Government Marketing and Procurement (GMP), LLC’s GSA schedule (GS-07F-187GA). Market research indicated that GMP is the sole authorized provider of these products, making this a limited-source solicitation. See the approved SF 1012 in the file.

Upon receiving a quote from GMP it was discovered that more than 50% of the dollar value of items quoted were for open-market items. This eliminates the ability to issue this as an order against GMP’s GSA schedule.

The same relevant information that was included on the SF 1012 would be included in the SF 1013 had procurement been aware that a majority of the items were open market. Also, we didn’t update the SF 1010 and SF 1011 as the action is at Pre-Award phase.

Given the time remaining to issue a new award before the expiration of the current award and the fact that GMP is the sole authorized provider of these products, the Contracting Officer has determined that changing the acquisition strategy and issuing a contract is in the best interest of the government.
