About this file

This document is a Request for Quote (RFQ) issued by the Massachusetts Emergency Management Agency (MEMA) for the MEOC Upgrades - Phase II Replacement TV's procurement. MEMA is seeking a qualified vendor under the OFF50 Statewide Contract, Category 2: Video Equipment, to provide nine televisions for their Mobile Emergency Operations Center (MEOC) trailers. The specific TV requirements include 2x 24" televisions, 4x 32" televisions, 2x 42" televisions, and 1x 65" television, all of which must be SMART TVs with specific technical capabilities like Picture in Picture, Coaxial Connection, TV Tuner, and multiple HDMI ports. The preferred manufacturer is LG, and all equipment must be received at MEMA Headquarters by June 30, 2025.

The procurement will be a direct, outright purchase with pricing based on the OFF50 Statewide Contract ceiling rates. The solicitation falls under the Small Business Purchase Program (Executive Order 523), which means if the annual spend is $250,000 or less, the contract must be awarded to a certified small business that meets the agency's best value criteria. Vendors must provide manufacturer's standard warranties, with a minimum of one year, and agree to delivery terms including F.O.B. destination and a 5-14 day delivery window for in-stock items. The document emphasizes that MEMA prefers a single vendor but would consider multiple vendors if their proposals meet the best value criteria, and no guaranteed purchase is promised through this RFQ.
