About this file
This document is a Request for Quotation (RFQ) issued by the Massachusetts Emergency Management Agency (MEMA) for Preventative Maintenance (PM) and Repair services for Lawn and Grounds Equipment. The procurement seeks to select multiple vendors under the FAC116 State contract to provide maintenance and repair services for MEMA's current equipment inventory, which includes tractors, lawn mowers, trimmers, snowblowers, and other landscaping tools located at their Framingham, MA facility. The RFQ was released on January 27, 2025, with quote submissions due by February 20, 2025 at 11:00 am, and an estimated contract start date of March 1, 2025. The initial contract duration is two years, with options to renew for two additional two-year periods, potentially extending the total contract duration to six years.
The compensation structure is based on vendor-provided pricing, with MEMA reserving the right to request quotes from one or multiple vendors and process purchase orders through COMMBUYS. Evaluation criteria will be equally weighted across proposal quality (25%), budget/rates (25%), timelines/commitments (25%), and qualifications/experience (25%). Vendors are required to provide emergency service availability, potentially perform repairs at MEMA's facility, use OEM replacement parts when possible, and offer a 30-day return policy without restocking fees. The RFQ does not guarantee any specific work volume, and contract amounts will be subject to final scope negotiations and MEMA's discretion.
