About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the American Embassy San Salvador on July 20, 2026, that extends the deadline for submitting proposals on Solicitation 19ES6026R0204 to August 10, 2026. The amendment incorporates Questions and Answers generated from a pre-solicitation meeting regarding the Gardening Maintenance Service contract for the American Embassy San Salvador.
The solicitation covers ongoing grounds and landscape maintenance services for the Embassy complex, including grass cutting, tree trimming, pruning, leaf and debris removal, weed control, drainage channel cleaning, turf repair, and specialized landscape care. The current contract value is $728,490 for a five-year term with optional annual renewals subject to fund availability and acceptable performance. Key requirements include maintaining approximately 15-17 gardeners, compliance with local labor laws and regulations, Defense Base Act (DBA) insurance coverage for all employees, Zadroga Act 2% tax withholding on invoices, ISSS and AFP contributions per local law, and personnel security clearance requirements. The Government furnishes all equipment, tools, consumable materials (gasoline, oils, fertilizers, insecticides), and Personal Protective Equipment except for contractor-furnished items specified in the RFP. The contractor is responsible for safeguarding and maintaining accountability for Government-furnished property. Environmental restrictions apply regarding herbicide and chemical use, with guidance provided by the Embassy Safety Office. The contract includes provisions for fair and equitable cost adjustments if changes increase or decrease the contractor's costs or performance time, with adjustment proposals required within 30 days of receiving change orders. A pre-performance conference will be conducted prior to contract commencement to finalize operational details and ensure mutual understanding of requirements.
