The county seeks compressed medical oxygen in multiple tank sizes (T, OX-MT, K, OX-MM, D, OX-MD, OX-M6, OX-M9, E, and M60 cylinders) with quantities ranging from 100 to 350 units per size, along with ancillary services including tank rental, hydrostatic testing, delivery, and hazmat fees. The Quick Quote also encompasses services for the county's Emergency Management Division, including a seasonal hurricane rental plan from July 30 to November 30 for up to 200 filled tanks, and services for Domestic Animal Services. Questions must be submitted by September 21, 2026, at 3:00 p.m., with response proposals due by October 1, 2026, at 5:00 p.m., via the Collier County Procurement Services Division Online Bidding System. The contract term, if awarded, extends through September 30, 2027, with prices remaining firm throughout. Primary delivery locations include three EMS stations and the Emergency Management/Emergency Services Center, with secondary locations including helicopter operations, a special needs shelter, and Domestic Animal Services.

The award will be made to the responsive vendor submitting the lowest quote, with all pricing to be all-inclusive of fuel surcharges, maintenance fees, and delivery costs. Vendors must be certified by the Florida Department of Rehabilitative Services and the FDA, maintain current licenses and permits, and comply with OSHA, NIOSH, and NFPA standards. Required insurance includes workers' compensation, employer's liability of $1,000,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000. Vendors must provide proof of Florida incorporation status, E-Verify enrollment, a completed W-9 form, and applicable licenses. The county anticipates annual spending of approximately $12,000; however, this amount is not guaranteed to represent future buying patterns. All cylinders must be hydrostatically tested and properly labeled, with contractor responsibility for pickup, refill, distribution, and off-loading services. Emergency deliveries and after-hours personnel availability are required capabilities.

5.1. SPECIFICATIONS/SCOPE OF WORK

Collier County EMS requires medical grade oxygen gas in a variety of pressurized tanks appropriate for transport on board ambulances carrying first responders and patients during medical care. The supplier should also be committed to and capable of providing regular periodic inspection and hydrostatic testing of any tanks rented or used. Delivery and retrieval of supply should encompass both reliable and regularly scheduled provisions and emergency deliveries for both Emergency Medical Services and Emergency Management Division in the event of unexpected event such as natural disaster or mass casualty event. This QQ is for FY27 (10/01/26 - 09/30/2027).

Collier County Emergency Medical Services (EMS) is committed to bringing compassionate and timely life-saving emergency medical care to the streets, homes, and workplaces of Collier County. In the line of duty, EMS professionals require medications and supplies including medical grade oxygen to service the citizens and visitors of Collier County. Historically, County departments have spent approximately $12,000 annually;

however, this may not be indicative of future buying patterns. This QQ also includes the following for the County’s Emergency Management

Division under separate billing: (1) A seasonal hurricane rental plan July 30-November 30 of each year up to 200 filled “D or “E’, “K” and “M” tanks with a mutually agreed time-sensitive delivery schedule. (2) Refill cost of Emergency Management owned tanks. (3) Hydrostatic testing of

Emergency Management owned tanks both aluminum and steel. (4) If offered: fixed pricing for the purchase of new steel or aluminum D, E, K&M oxygen tanks. (5) If offered: fixed pricing for conventional regulators and reducers. (5) If offered: hurricane seasonal rental of 110vac 10-

LPM portable oxygen generators, quantities of 10-30, clean and ready for immediate deployment and use. This QQ also includes the following for the County's Domestic Animal Services under separate billing: (1) Fixed pricing for the rental and delivery of E-cylinder oxygen tanks. (2)

Refill costs for rented E-cylinder oxygen tanks at DAS. (3) If offered, fixed pricing for the purchase of new steel or aluminum E oxygen tanks.

DAS anticipates that its annual requirement for E-cylinder oxygen tanks will be minimal and primarily limited to backup and emergency use, such as during power outages or other circumstances when the primary oxygen supply is unavailable. Actual quantities and frequency of rental, delivery, and refilling will be based on DAS’s operational needs and are not guaranteed.

Most common sizes of compressed medical grade oxygen gas tanks used by CCEMS, Collier Emergency Management, and DAS are:

T - approx. 59” height x 9” diameter (w/o cap) holding 330-337 cubic ft O2

OX-MT - approx. 55” height x 9” diameter (w/o cap) holding 337 cubic ft O2

K - approx. 55” height x 9” diameter (w/o cap) holding 250 cubic ft O2

D - approx. 20” height x 4.5” diameter (w/o cap) holding 14 cubic ft O2

OX-MD - approx. 20” height x 4.5” diameter (w/o cap) holding 14 cubic ft O2

OX-M6 - approx. 11.8” height x 3.2” diameter (w/o cap) holding 6 cubic ft O2

OX-M9 - approx. 10.9” height x 4.3” diameter (w/o cap) holding 9 cubic ft O2
