About this file
This file is an industry day presentation for the U.S. Army Corps of Engineers Seattle District regarding the Multi-Domain Task Force (MDTF) 3200 Block construction projects at Joint Base Lewis-McChord, Washington. The presentation outlines four separate procurement packages with varying scopes, costs, and timelines. Building 3221-3222 involves conversion of approximately 68,000 square feet of barracks to Command Operations Facilities and Battalion HQ at an estimated cost of $53 million with a 24-month contract period of performance (POP) under a small business set-aside. Building 3218-3219 requires conversion of approximately 68,000 square feet of barracks to Command Operations Facilities at an estimated cost of $60-90 million, also as a small business set-aside with a 24-month POP and February 2026 advertisement. The Secure Operations Facility involves new construction of approximately 34,200 square feet for an All-Domain Operations Center (ADOC) at an estimated cost of $90-150 million under an unrestricted solicitation with a 29-month POP and February 2026 advertisement. Building 3223-3224 requires conversion of approximately 68,000 square feet of barracks to Command Operations Facilities at an estimated cost of $45-65 million under a small business set-aside with a 24-month POP and April 2026 advertisement.
The presentation addresses Project Labor Agreement (PLA) requirements applicable to federal construction projects exceeding $35 million per Executive Order 14063 and solicits industry feedback on implementation feasibility. Funding is authorized under 10 USC 2818 from the FY25 National Defense Authorization Act, which requires 10 percent project contingency set-asides. The presentation provides guidance to prospective contractors regarding small business participation, subcontracting plans, and resources including contact information for the USACE Northwest Small Business Programs office (Enshane Nomoto, Deputy Small Business Programs, at Enshane.Nomoto@usace.army.mil).

We are evaluating market research to determine if the inclusion of a PLA requirement is appropriate. Please provide us specific feedback on how a PLA requirement could impact the solicitation and your willingness or ability to participate.
