About this file
This is a printing services bid request document from the Michigan Department of Technology, Management & Budget for the production of MDOT tear-away tags with performance barcodes and sequential numbering. The project requires the production of 12,000 tags total across four series with varying quantities: Series 1 consists of 6,500 tags numbered 1-00001 to 1-06500, Series 2 contains 3,000 tags numbered 2-00001 to 2-03000, Series 3 includes 1,500 tags numbered 3-00001 to 3-01500, and Series 4 comprises 1,000 tags numbered 4-00001 to 4-01000. Each tag shall measure 3 inches by 5 inches in portrait orientation with a horizontal perforation located 2 inches from the bottom. The top two corners must be trimmed at 45-degree angles, and a 1/4-inch diameter reinforced hole centered approximately 3/8 inches from the top edge shall be punched and a 6-inch string attached. Black ink barcodes with sequential numbering must be printed in two locations—above and below the perforation line—and be compatible with scanner and optical character recognition readers. A PDF proof is required prior to production.
The tag stock should be 150-pound light blue colored material to meet reflectivity and barcode readability requirements; white stock may be substituted if no light color is available. Barcode information and sequential numbering must be printed using black ink. Bindery services include the horizontal perforation, corner trimming, hole punching, and string attachment. Vendors must submit detailed quote letters with their bids, and failure to do so will result in disqualification. The department awards bids based on best price and value to the state, meaning the lowest bidder may not receive the award if concerns exist regarding past quality or inability to meet requirements. Only prequalified vendors are eligible for consideration.
