About this file

This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget (DTMB) Printing Services for a Request for Quote (RFQ) regarding the production of 1,000 MDHHS CWL 158 Special Window 9x12 Envelopes. The RFQ number is 26*0395. Two vendors submitted bids for this printing project. The notice indicates that an actual award will be issued after an order is received and the decision to proceed with the recommended vendor is finalized. Vendors have the opportunity to submit a protest of the award decision through the Vendor Self Service portal within the deadline specified on the notice. Questions regarding the project should be directed to print consultant Brad Schumann at 517-636-6143 or BarclayS@Michigan.gov.

The recommended vendor is The Envelope Printery, which submitted a bid of $985.00 with a 10-day turnaround, printed in Michigan, and 25 years of experience. The competing bidder, Image Printing, submitted a lower price of $859.00 with a 20-day turnaround and 25 years of experience, also printed in Michigan. The award recommendation to the higher bidder reflects DTMB Printing Services' evaluation methodology, which prioritizes best value to the State of Michigan based on a combination of evaluation criteria factors and price, including consideration of turnaround time. DTMB reserves the right to perform the work in-house if elected. Inquiries regarding the outsource process, bidding, protest, awarding, and bid tabulation procedures should be directed to Andrew Hale, Departmental Technician, at 517-636-0092.
