About this file

This document is an Invitation for Bids (IFB) issued by the Maryland Department of Health (MDH), Prevention and Health Promotion Administration, WIC Program, for the procurement of towel/scale liners to be used as full coverage barriers for infant WIC participants during clinic visits. The specifications require 500 cases (250,000 total) of 13" x 18" towel/scale liners made of 2-ply tissue with a polyethylene backing, in a white color with a colored pattern. The liners must be single-use and non-woven disposable products. Bids are due by September 8, 2023 at 2:00 PM local time, with an expected delivery date of October 30, 2023. The contract will be awarded to the responsible bidder submitting the most favorable total bid price, not to exceed $20,000. There are no minimum qualifications for bidders, and the procurement is designated as a Small Business Reserve (SBR).

The IFB provides detailed invoicing requirements, including that invoices must be submitted electronically and be considered "Proper Invoices" to be processed for payment. The State is generally exempt from federal and state taxes, though the contractor may be liable for such taxes. This procurement is federally funded.
