About this file
This is a Civil Rights Rules and Regulations notice and Small & Underutilized Business Program (SUBP) requirements document issued by the City of Minneapolis Department of Civil Rights (MDCR) for contractors bidding on the ADA Pedestrian Ramp Installation project in Minnesota. The document establishes mandatory compliance requirements for all contractors entering into contracts with the City of Minneapolis, including non-discrimination in employment practices, equal opportunity employer designation, and affirmative action obligations. Contractors must obtain MDCR approval of an Affirmative Action Plan before entering into contracts exceeding $100,000. The contractor should make good faith efforts to meet the City's aspirational construction workforce goals of 20% female participation and 32% minority participation. For contracts valued at $50,000 or greater, contractors and subcontractors may be required to submit Certified Payroll Reports through designated software systems. Additionally, the contractor must post the civil rights notice in conspicuous places available to employees and applicants for employment.
The SUBP, which applies to contracts exceeding $175,000, contains no specific goals for this contract; however, contractors are encouraged to provide Minority-Owned Business Enterprises (MBEs) and Women-Owned Business Enterprises (WBEs) full and fair opportunities to compete on subcontracting opportunities. Only MBEs and WBEs certified through the Central Certification Program (CERT) are recognized under the SUBP. When applicable, contractors must comply with prevailing wage laws, HUD Section 3 requirements related to directing employment and economic activities to low-income persons, and reporting requirements as specified by MDCR.
