About this opportunity

The City of Minneapolis is requesting sealed bids on ADA pedestrian ramp installation at four designated intersections under Event 4160, with bids due August 6, 2026 at 2:00 p.m. CDT and contract completion required by January 5, 2027. For bids exceeding $50,000, submission of a signed Responsible Contractor Verification and Certification of Compliance Form with Attachment A-1 listing all first-tier subcontractors is mandatory, or the bid will be rejected. Minnesota prevailing wage rates apply, and the contractor must hold current MnDOT Certified ADA Construction, University of Minnesota Erosion/Sediment Control Site Management, and MnDOT or ATSSA Traffic Control Supervisor certifications within 48 hours of request.

The scope includes removal of existing curb, gutter, and concrete walks (totaling 566 linear feet and 3,800 square feet respectively); removal and replacement of bituminous pavement (1,644 square feet); installation of new concrete walks, curbs, and gutters; installation of truncated dome tactile warning surfaces (300 square feet); and utility manhole vault adjustments (7 locations) across four intersections: 18th Avenue N & Dupont Avenue N, 19th Avenue S & 1st Street S, South 9th Street & Franklin Terrace, and East 49th Street & 39th Avenue S. All work must comply with 2021 MnDOT ADA Pedestrian Ramps standards, MnDOT 2025 Standard Specifications, and Minneapolis supplemental specifications. Construction commences no later than eight calendar days after contract execution. Temporary traffic control, sidewalk closure notices, utility coordination with Xcel Energy, Verizon, CenterPoint Energy, US Internet, and other providers, and property owner outreach within 120 feet of project limits are contractor responsibilities. A two-year warranty and maintenance period applies, with failed work replaced at contractor cost.

Bidding is on a lump-sum basis with unit prices for 18 line items. Bid deposits are required, with original certified or cashier checks due within three business days of bid closing. The contractor must obtain all permits at no cost and provide Certified Payroll Reports if applicable. Minneapolis civil rights compliance applies; contractors exceeding $100,000 must obtain Department of Civil Rights approval of an Affirmative Action Plan before contract execution. Aspirational construction workforce goals are 20% female and 32% minority participation. SUBP contains no specific subcontracting goals for this contract, but MBEs and WBEs certified through the Central Certification Program are encouraged to compete. Final payment is conditional upon erosion control logs, traffic control logs, tax compliance proof, and civil rights office acceptance, with penalties of $75 per day after the 45-day submission deadline.
