About this file

The document is a Questions and Answers (Q&A) file for a Request for Information (RFI) related to the Southeast Radar project by the Missile Defense Agency (MDA). The RFI seeks market research on a multi-mission radar system designed to provide 200 degrees of 24/7 persistent, southern-facing coverage for ballistic missile and hypersonic glide vehicle engagements, as well as space domain awareness. Key details from the Q&A include confirmation that this is a new requirement, not an incumbent contract, and that non-US companies can respond to the RFI.

The Q&A addresses vendor questions about the RFI's scope, with MDA clarifying that they are seeking identification of cost and schedule reduction strategies, focusing on an Initial Operational Capability (IOC) by 2028. The agency is not requesting a detailed baseline cost estimate at this stage but wants actionable approaches to optimize program performance. Notably, MDA will not grant a requested one-week extension, emphasizing the need to maintain their research and RFP development timeline. Access to the classified annex is limited to entities with appropriate security clearance.

Sheet1 Southeast Radar RFI MDA25SNRFI04 Questions and Answers

Number SequenceVendor Questions/CommentsMDA Responses/Answers
RFI-QA-0001Confirm whether the Southeast Radar (SAM notice ID MDA25SNRFI04) is a completely new requirement or if there is an incumbent? The Southeast radar is a new requirement.
RFI-QA-0002Please confirm that section f, copied below, does imply that MDA is requesting for a baseline ROM / schedule and does not just want ways to reduce overall cost and schedule?

“f. Cost/Price and Contracting:

1. Identify key drivers that could reduce cost and schedule (e.g., early Long Lead procurement).” Section f.1 is requesting identification of key drivers and strategies that could reduce overall program cost and schedule. MDA is not requiring a detailed baseline ROM cost estimate or comprehensive schedule at this RFI stage. The focus should be on identifying specific approaches, methodologies, or programmatic decisions that have the potential to achieve cost and schedule reductions (such as the early Long Lead procurement example provided).

Responses should focus on Initial Operational Capability (IOC) for 2028 delivery. The system configuration for IOC is not required to be the same configuration or capability as the Final Operational Capability for 2031. For example, the IOC configuration could be a subset of a scaled system used for Final Operational Capability configuration. The schedule should identify key drivers that impact delivery dates, with meeting the required system delivery schedule being the highest priority.

Responses may include high-level cost or schedule information/depictions to illustrate the impact of proposed reduction strategies, but the primary emphasis is on actionable cost and schedule reduction techniques. The goal is to understand industry approaches for optimizing cost and schedule performance to meet the aggressive IOC 2028 timeline.

RFI-QA-0003In respect to the subject matter- is a non US company permitted to respond to the Southeast Radar RFI?The RFI is only for the purposes of market research. Non-US companies can submit a response. However, MDA will not be able to provide the classified annex unless the company has an entity cleared to receive information at the appropriate classification level.
RFI-QA-0004We are preparing the Document Access Agreement for the Southeast Radar RFI, and our FSO has requested a copy of the DD254 per line 8. of the form:
8. The company shall comply with the DD Form 254 accompanying classified GFI.I reached out to our Industrial Security team and a DD-254/draft DD-254 is not required for an RFI. Please provide your Document Access Agreement if you would like access to the classified annex for Southeast Radar.
RFI-QA-0005Request a one-week extensionAt this time an extension will not be granted as this RFI is primarily intended to benefit the Government’s market research effort. Any additional extensions would unnecessarily delay the Government’s timeline to capture initial market research.

The Government believes potential offerors have sufficient information to address the Unclassified RFI detailing notional system capabilities and delivery times. The Government has requested responses to the RFI to support continued RFP development. The Classified Annex provides additional radar performance parameters, however, radar requirement development is still ongoing.
