About this file
This document is a Broad Agency Announcement (BAA) for the Missile Defense Agency's (MDA) Mentor Protege Program (MPP), soliciting eligible mentor and protege firms to participate in the Department of Defense (DoD) MPP. The BAA is open from August 30, 2025, through August 30, 2028, with multiple awards anticipated, focusing on technical and business development assistance in key MDA mission areas such as hypersonic systems, quantum science, radar upgrades, missile defense systems, and innovation collaborations.
The program aims to enhance small business capabilities by providing incentives for major DoD contractors to support protege firms, with a requirement that 50% of proposed costs must be for engineering and technical assistance. White papers will be evaluated on technical merit, importance to agency programs, and cost, with submissions limited to 15 pages. Reimbursable agreements are expected, with individual awards not exceeding $1,000,000 per fiscal year and averaging $500,000 - $750,000. The DoD Office of Small Business Programs Mentor Protege Program Intermediary (Move America, Inc.) will administer sub-awards based on MDA's selections.

The Organizational Conflict of Interest (OCI) rules, procedures and responsibilities described in FAR 9.5 “Organizational and Consultant Conflicts of Interest”, FAR 3.101-1 “Standards of Conduct – General, and DFARS 209.5 “Organizational and Consultant Conflicts of Interest,” are applicable to the offeror, any affiliate or successor-in-interest, as well as any co-sponsor, joint-venture partner, consultant, subcontractor or other entity participating in the performance of any effort under this BAA. FAR subpart 9.5, “Organizational and Consultant Conflicts of Interest” and DFARS Subpart 209.5, “Organizational and Consultant Conflicts of Interest” prescribe responsibilities, general rules, and procedures for identifying, evaluating, and resolving OCIs. In addition, FAR 3.101-1 “Standards of Conduct – General” addresses unfair competitive advantages that can result from contractors hiring former Government employees. (See also Health Net Fed. Svcs, B-401652.3). It is MDA policy to ensure all appropriate measures are taken to resolve OCIs arising under FAR 9.5 and unfair competitive advantages arising under FAR 3.101-1 to prevent the existence of conflicting roles that might bias a contractor’s judgement and deprive MDA of objective advice or assistance, and to prevent contractors from gaining an unfair competitive advantage.
All offerors must identify and analyze any potential or actual OCIs that exist as a result of responding to this announcement. All offerors selected for Step-Two will be required to complete MDA Form DA-78-F2 OCI Analysis/Disclosure Form (Attachment 1). This includes both commercial and non-commercial items. Offerors must include the completed table at DFARS 252.227-7017, “Identification and Assertion of Use, Release, or Disclosure Restrictions,” for themselves and any proposed subcontractors, with their white paper submission. If no rights are being asserted, the table should state “None.” Rights may be further negotiated prior to any award
N. Cyber Security
The DoD OSBP has launched Project Spectrum (http://www.projectspectrum.io) as the definitive platform for cybersecurity information, resources, tools, and training for small businesses that are part of the defense and national security supply chain. Tasks to meet NIST SP 800-171 evaluations requirements or achieve Cybersecurity Maturity Mode Certification, Cybersecurity will not be reimbursed. If a proposed development plan includes additional cyber training and development resources, a waiver must be obtained from the Office of the Secretary of Defense (OSD) Mentor-Protégé Program Office. Absent the waiver, training will not be reimbursed.
If Cyber Security is contemplated, please note: By DoD OSBP direction, all cyber security tasks related to compliance with DFARS clauses 252.204-7008 and 252.204-7012 have been determined to be not reimbursable under the DoD Mentor-Protégé program, and by extension also under this BAA. Prospective Protégés, after acceptance into the DoD MPP, will be provided the opportunity to voluntarily elect to participate in Project Spectrum. Please visit https://www.projectspectrum.io/#/pilot-program for more information.

SECTION VII: WHITE PAPER EVALUATION
A. Evaluation Panel
The Government may use selected Federally Funded Research and Development Center (FFRDC), University Affiliated Research Center (UARC), non-Government contracted support, and other non-Governmental personnel to assist in the evaluation and administrative handling of white papers submitted in response to this announcement. These persons are bound by appropriate non-disclosure agreements and organizational conflict of interest statements to protect proprietary and source selection information. Non-Government advisors are limited to reviewing white papers and providing technical advice to the Government and are prohibited from making recommendations for selection. Submission of white papers in response to this BAA constitutes the offeror’s acknowledgment and consent to the use of non-Government personnel during the evaluation process.
B. Evaluation
Part 1: White papers will be initially evaluated on a “Pass/Fail” basis for meeting the requirements of the DoD Mentor Protégé Program and this BAA:
1. Mentor and Protégé are qualified firms
2. Percentage of Engineering and Technical Assistance (Technology Transfer) is a minimum 50% of the total proposed cost
3. Acceptable Letter of Support is provided
4. Acceptable Program Quad Chart is provided
Part 2: White papers who “Pass” all four (4) of the criteria in Part 1 will then be evaluated against: 1) Technical Merit, 2) Importance to Agency Programs and 3) Cost/Price as described below. Technical Merit and Importance to Agency Programs, when combined, are significantly more important than Cost/Price.
1. Technical Merit: Includes an assessment of all elements of the Executive Summary. White papers must include a strong technology transfer component with emphasis in the Agency’s focus areas.
2. Importance to Agency Programs: Includes relevance to DoD and MDA programs and the likelihood of the proposed effort to shape and expand the industrial base to support the DoD/MDA mission (includes verification of Letter of Support).
3. Cost/Price: The cost/price evaluation includes realism of the proposed cost. Cost/price is a substantial factor, but last in order of priority. Prior to the award of a potential successful offer, the ACC /APG Grants Officer will make a determination regarding price reasonableness.
C. Selection
White papers will be selected based on technical merit, importance to agency programs and funding availability (FAR 35.016(e)).
SECTION VIII: NOTIFICATION
The MPP-I will notify offerors if their white paper was selected or not-selected to progress to Step-Two. If a white paper is selected for Step-Two, the MPP-I will contact the offeror with a request for formal proposal. The request for formal proposal will require the apparent successful offeror to provide additional detail supporting the white paper submission, a Statement of Work, and submission of a fully disclosed cost proposal. The request does not mean a contract award is assured, as availability of funds and successful negotiations are prerequisites to any award. DO NOT submit any formal proposal information until a request from the MPP-I is received. The MPP-I will award MPP agreements as sub-awards to the DoD OSBP MPP-I Cooperative Agreement, as directed by the DoD OSBP. Debriefs or feedback on white papers will not be provided.
