About this file
This Professional Services Supplemental document from the State of Maryland outlines comprehensive security requirements and personnel guidelines for contractors working on state premises. The document details specific protocols for employee identification, criminal background checks, and on-site security measures, with particular emphasis on contractor personnel access to state facilities. Key requirements include mandatory company ID badge display, criminal background checks for all personnel (including CJIS state and federal checks), and potential restrictions for individuals with certain criminal histories.
The document specifies that contractors must obtain criminal background checks at their own expense, with the state reserving the right to reject personnel based on background check results. Specific restrictions apply to individuals with convictions related to property crimes, theft, telecommunications offenses, fraud, crimes against public administration, and violent crimes. Additionally, the document notes that personnel with felony convictions or certain misdemeanors within the past five years may be prohibited from working on state contracts. The supplemental also outlines potential search and identification procedures, especially for facilities under the Department of Public Safety and Correctional Services (DPSCS), including tool inventories and personal searches.
