Missile Defense Architect-Engineer Indefinite Delivery Contract (MD AE) Architect-Engineer Services

SOURCES SOUGHT

The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) code 541330, Engineering Services. The small business size standard is $25.5M.

This notice is for market research purposes only and is not a request for proposals (RFP) and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. This notice is open for responses from both small and unrestricted businesses. Responses will be used to determine if this requirement, or a portion of this requirement, can be set-aside for small businesses.

The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to rank responses or provide any reply to interested businesses and responses will not be returned. The information discovered in the sources sought will not be used to make contractor selections. A response is appreciated regardless of how well a firm meets the requirements.

1. CONTRACT INFORMATION:

The U.S. Army Corps of Engineers (USACE), Engineering and Support Center, Huntsville (CEHNC) is seeking capability statements from firms interested in proposing on an Indefinite Delivery (IDC) type service contract for Architect-Engineer (AE) design services in support of the DoD’s Missile Defense Architect-Engineer (MD AE). Support is primarily provided to U.S. Army customers but may also be used to support U.S. Air Force and other DoD components on an as-needed basis. Any contracts awarded are being procured in accordance with (IAW) the Selection of Architects and Engineers, as implemented in Federal Acquisition Regulations (FAR) 36.6 and Engineering Pamphlet

(EP) 715-1-7.

CEHNC anticipates awarding an MD AE IDC, with a 36-month base period and two 24-month options for a total ordering period of 7-years. The estimated procurement value is $400M. CEHNC anticipates award of up to six AE IDCs to include both small and large firms; however, reserves the right to award more, less, or none at all.

2. PROJECT INFORMATION:

This contract will provide technical support for the design of new facilities and sites in support of the deployment of missile systems sites for the Government. This support is for the development and rehabilitation of tactical, tactical support, and non-tactical facilities supporting the Missile Defense and Operations mission including missile control buildings, industrial workshops, power plants, communications facilities, administration buildings, ancillary structures, new and rehab road work, utility work, and building systems work, and various other facilities as needed to meet the mission. To successfully complete these projects requires specialized engineering services including, but not limited to, High-Altitude Electromagnetic Pulse (HEMP), Reliability, Availability, Maintainability (RAM), and Failure Mode, Effects, and Criticality Analyses (FMECA) design and analysis. These designs require firm experience in radar, missile launch and command and control facilities, communications infrastructure in support of command control and battle management systems, tactical support facilities, non-tactical facilities and various other facilities that may be required to support the mission.

Specific requirements are expected to include, but will not be limited to the following:

Design of facilities and sites including the preparation of design criteria, A&E designs, specifications, design-related analyses, and studies.

Economic analyses and cost estimates.

Additional support may include the following: environmental documentation;

permits; special studies; other environmental activities as required by federal, state, and local laws and regulations; feasibility studies, geotechnical investigations and topographical mapping services, programmatic support services, as-builts, and engineering and design during construction.

This acquisition will require the firms to have the capability to respond to multiple task order requests for work for diverse locations throughout the Contiguous United States, Alaska, Hawaii, US Territories and possessions; USACE Transatlantic Division (TAD), North Atlantic Division (NAD), and Pacific Ocean Division (POD) such as Europe, Asia, Australia, Joint Region Marianas; and other locations with Missile Defense and Operations systems. Excluding site visits for fact-finding, consultation, and information gathering, all work for locations Outside of the United States and Outlying areas (as defined in FAR 2.101) will be at the Firms’ United States Place of Performance.

3. SUBMISSION REQUIREMENTS:

Interested businesses are requested to reply to this notice by submitting a response to the Capability Questionnaire (Attachment 1). The questionnaire provides the Government information about your firm that describes relevant experience and qualifications.

If no experience or capabilities are associated with a particular question, please indicate that within the questionnaire.

Submissions SHALL be received NO LATER THAN 2:00pm Central Standard Time, February 9, 2024; and should not exceed ten (10) one-sided, 8.5” X 11” pages using no smaller than 12 sized font. Graphs, photos, and other charts will not be considered in page length. Computer files must be compatible with Microsoft Word 2017.

NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.

Cover letters and extraneous materials (brochures, etc.) will not be considered.

SECTION 3. CAPABILITY

Potential sources for performance of the support services shall be fully qualified in providing AE services related to pre-design engineering studies and design, commissioning, planning services, and construction phase services to support new construction, renovation, additions and alterations of energy systems.

If no experience or capabilities are associated with a particular requirement, please indicate.

I.The potential sources must demonstrate in their response to this sources sought that they have the capability to perform the following:

a. The contractor shall have established a satisfactory record of completion of similar contracts and will demonstrate sufficient equipment, personnel, organizational, financial, and technical capability to ensure satisfactory completion of the contract.

b. The contractor will have at the time of submission a facility secret clearance and approval to store and process classified material in accordance with Executive Order #13526 and the ability to obtain employee secret clearances.

c. The contractor shall demonstrate experience in design of facilities and ancillary structures and systems for the assembly, preparation, handling and storage of missiles.

c. The contractor shall demonstrate the capability to provide architectural and engineering disciplines necessary (Architecture, Mechanical, Structural, Civil, Electrical, Power, Fire Protection, Geotechnical, Seismic, and Cost) to design multiple $50 million plus construction cost (CC) military construction projects concurrently for construction in multiple and diverse geographic locations.

d. The contractor shall demonstrate the ability to design critical defense facilities and develop Failure Mode Effects Criticality Analysis (FMECA), and Reliability, Availability and Maintenance (RAM) analyses,

d. The contractor shall demonstrate knowledge and experience incorporating High-Altitude Electromagnetic Pulse (HEMP) and Electromagnetic Interference (EMI) protection in the design of facilities.

e. The contractor shall demonstrate knowledge and experience designing facilities that will be located in areas of high seismic activity according to current Unified Facilities Criteria (UFC) requirements.

f. The contractor shall demonstrate knowledge of explosive safety and blast effects and prior experience designing facilities to accommodate explosive environments to include preparing submittals to the Department of Defense Explosive Safety Board (DDESB).

f. The contractor shall demonstrate ability and experience to design facilities to operate in harsh environmental areas such as corrosive conditions, arid environments and in areas of extremes in temperature and humidity such as encountered in the arctic and the tropics.

g. The contractor shall demonstrate knowledge of electronic and physical security design including but not limited to miscellaneous security studies, access/entry control, site security, antiterrorism protection, and design to protect facilities against Chemical, Biological, and Radiological (CBR) agents.

h. The contractor shall demonstrate knowledge and experience with federal standards and criteria associated with the cybersecurity of facility related control systems.
