About this file

This is a quality test procedures document issued by the California Department of Food and Agriculture (CDFA) for evaluating McPhail traps manufactured by vendors for fruit-fly detection and delimitation trapping. Vendors must submit 24 units (2 cases) of final McPhail trap products that fully comply with specifications prior to evaluation. The document outlines a comprehensive testing protocol consisting of four distinct evaluation components: trap measurements, visual inspection, cold water testing, and drop testing. The visual inspection assesses 11 specific criteria across all 24 samples, with a maximum possible score of 264 points. Cold water testing (maximum 24 points) involves placing room-temperature traps into 35-40°F water to identify cracking or shattering, requiring a passing score of 95.6% (no more than two samples breaking). Drop testing (maximum 24 points) requires dropping traps from 4 feet onto grass, also with a 95.6% passing threshold. The overall evaluation yields a combined maximum score of 312 points.

Vendor selection is based on achieving a minimum overall "Pass" rating of 297 points (95.1%). If multiple vendors meet this threshold, CDFA Purchasing Unit rules require selection of the lowest bidder. If no vendors achieve the passing score initially, vendors receive a 21-day opportunity to resubmit 24 samples for re-evaluation. Should multiple vendors pass after resubmission, the lowest bidder is selected; if none pass, the vendor with the highest score is selected. The selected vendor must supply the McPhail traps within 90 days of receiving an executed purchase order. The state assumes no obligation for the cost of submitted samples or their return, per the State Contracting Manual Chapter 14, section 03-1.

Quality Test Procedures McPhail Traps

Objective To evaluate the quality of McPhail traps manufactured by different vendors and determine the best product for the purpose of fruit-fly detection and delimitation trapping.

Sample Requirement To be considered for the Request for Quotation, vendor shall provide Program with the McPhail trap samples for quality tests, as shown below:

• 24 units (2 cases) of final McPhail product in compliance with the specifications.

• It is vendor's responsibility to ensure that the McPhail samples fully meet the specification before submission.

• If all the samples from any vendor clearly and uniformly fail to meet the specification (i.e., dimensions, color, quality, sharp/rough edges, etc.), the vendor's samples may be disqualified and excluded from further evaluation.

1. Trap Measurements

Materials

• 24 units of McPhail samples supplied by vendor

• Measuring tape

• Digital caliper

• Digital thickness gauge

• Digital scale

• Digital camera/phone

Methods

24 McPhail samples will be removed from the packaging the samples were supplied from and individually labeled.

Measurements and weight of each submitted trap and hanger will be documented for uniform consistency.

2. Visual Inspection

Each of the 24 McPhail traps submitted will be scored on the questions below.

Yes answers = 1 point; No answers = 0 points. Total points possible 0-264.

1. Trap is free of rough and sharp edges (outside, inner lip and stopper opening).

2. Trap holds a minimum of 500ml of water.

3. The inner reservoir lip has an adequate curve to prevent spillage and contamination.

4. Stopper opening is 1.6 inches, consistent in thickness and #9 rubber stopper fits and seals correctly.

5. Neck wire or band is constructed of stainless steel or galvanized wire and securely attaches to trap and holds hanger in place.

6. Thickness of glass neck/stopper opening is consistent.

7. Hanger constructed of doubled stainless steel or galvanized wire and meets minimum length of 9" when assembled.

8. Bottom opening is 2.5 inches and allows for toilet bowl brush to be inserted for cleaning.

9. Trap is clear in color or has acceptable minimal (blue/green) tinge.

10. Trap is free of bubbles or air pockets.

11. Trap packaging meets specifications and adequately protects traps during shipping.

3. Cold Water Test

• 24 units of the final McPhail trap per vendor.

• 5-gallon buckets of water chilled to 35°F-40°F

• Infrared thermometer

• Digital camera/phone

Methods

• McPhail traps at room temperature will be placed into a bucket of 35°-40°F water to test for cracking or shattering. McPhail and water temperature will be measured with an infrared thermometer and recorded at time of testing.

• Passing score (1 point) will be given to traps that do not crack or shatter. Possible points 0-24.

Note Due to safety issues, a passing score of 95.6% will be required to pass.

If more than two (2) samples crack or break during tests, the vendor's samples may be disqualified and excluded from consideration.

4. Drop Test

• 24 units of the final McPhail per vendor.

• Measuring Tape

• Step ladder

• Grass/turf

• A digital camera/phone

Methods

• McPhail traps will be dropped from a height of 4ft onto a grass surface.

• Passing score (1 point) will be given to traps that do not crack or shatter. Possible points 0-24.

Note A passing score of 95.6% will be required to pass. If more than two (2) samples crack or break during tests, the vendor's samples may be disqualified and excluded from consideration.

Overall "Pass" Score

Traps passed for each test will be given '1 point' and the points will be summed to determine the overall "Pass/Fail" score.

Possible Scores of the McPhail Samples Score (Points)

Visual Inspection 0-264

Physical Tests

Cold Water Test 0-24 Drop Test 0-24

Sum (Overall test scores) 0-312

The overall test score of McPhail samples per vendor will range from 0 (minimum) to 312 points (maximum).

If the overall test score is 297 points or higher (95.1%), a vendor's McPhail samples will be determined to have a "Pass" rating to meet the quality standards.

Vendor Selection

A vendor will be selected based on the test scores and the CDFA Purchasing Unit rules.

• If there are multiple vendors with "Pass" ratings (95.1%), per CDFA Purchasing Unit rules the lowest bidder will be selected.

• If there are no vendors with an overall "Pass" rating (95.1%), the vendors will be given the opportunity to make corrections and resubmit 24 packaged samples for re-evaluation within 21 days.

• If after resubmissions are evaluated, there are multiple vendors with “Pass” ratings (95.1%), Per CDFA Purchasing Unit rules, the lowest bidder will be selected.

• If after resubmissions are evaluated, there are no vendors with an overall “Pass” rating (95.1%), the vendor with the highest score will be selected.

• The selected vendor will supply the McPhail traps within 90 days upon receipt of an executed purchase order.

Items needed for review prior to award and/or pre-purchasing testing, vendor must note that the state is not obligated for the cost of the items or for their return, per the State Contracting Manual Chapter 14, section 03-1
