Amendment MCM18-R-0001 (01)

The following questions were received concerning the MCMO Race Series Shirts:

Q1:. On the price form there are multiple lines of “Option Custom Dye” and “Option off the shelf” followed by T-Shirt description. Please provide clarification.

A1: MCMO would like pricing for both in the event that they order one or the other.

Q2: Can a Canadian company participate in submitting proposals for this company and is it mandatory for products to be made in Canada or USA?

A2: See section K.6 on page 68 of the RFP for an explanation.

Q3: What is the due date for sample t-shirts and final product.

A3: Sample t-shirts are due as part of the solicitation package on 12 September 12:00 PM. See timeline for final products in section C.

Q4: The weight of the MCM Competitor ¼ zip is listed as 120-140 grams. This is a lightweight t-shirt weight. Is this the correct weight?

A4: Yes, 120-140 grams is the correct weight.

Q5: Fully seam to seam sublimation is a printing process that you are requesting on most of the shirts and is done on the cut flats of the shirts before they are sewn together so that the sublimation print covers the entire shirt. Otherwise it is difficult for the printing to cover the areas by all the seams and the shirt will not look good. So even the solid looking color of a fully sublimated shirt does not come from dying the shirt fabric but comes from the sublimation printing the same as all the colors in the graphic design. The fabric for dye sublimation starts out white or as greige goods which is the fabric before it is dyed. Therefore, the option for custom dye fabric for sublimation does not really make sense and is not a viable product. We plan to put N/A in that space – Confirm your understanding.

A5: Understand the dye sublimation process but we are asking for options if we can screen print and options for off the shelf process for future years of the contract. Depending on the selections of colors per year per event we are asking for options to custom dye. N/A may make your company unresponsive. If you feel that you cannot do this process or it is incorrect a suggestion should be made as to an alternate.

Q6: Since the fully sublimated shirts are done on cut flats at the factory before sewn there really is not an off the shelf option for these sublimated shirts. We intend to put N/A in that space. This is applicable for the shirts requesting screen printing and will fill in the price accordingly.

A6: We are asking for options if we change from dye sublimation to another style type of shirt. N/A may make your company unresponsive. If you feel that you cannot do this process or it is incorrect a suggestion should be made as to an alternate.

Q7: Pricing for XXL and XXXL? Will there be an addendum with pricing for different sizes?

A7: No, if you cannot provide all sizes of shirts at the same price add an additional page with this pricing information.

Q8: Your bid notes the fabric as “technical” and also notes some types of finishing on the technical fabrics as “smooth” or “Marquis” or eclipse”. But your bid does not note the substance of the fabric or what it is made of which is 100% polyester. Is 100% polyester technical fabric the category you want to stay in? Also, your bid states at least 120-140gsm in weight? We can literally make any gsm weight so again is this the weight range you want to stay in?

A8: Yes, 100% polyester; yes 120-140 gsm

Q9: Eclipse fabric shirt requested for the Quantico Triathlon and Quantico 12k events shirt does not take dye sublimation printing well as it has too much texture. Would you like us to substitute the marquis or smooth fabric for those event shirts that we can sublimate, or would you like us to quote the eclipse shirt that we can screen print?

A9: Yes would like the option to substitute fabric depending on the process and yes provide a quote to screen print on the eclipse shirt.

Q10: You requested a LS Mock Turtle Neck with neck embroidery specified in your request. In the MCM Marathon Competitor and MCM10k the neck embroidery was specified as an OPTION. But in paragraph L1 for the medical shirts the last sentence says – this is optional. Do you want the neck embroidery included in the base price for the medical shirts or priced as an optional add-on?

A10: Optional add on

Q11: Blend shirts are combinations of cotton and poly. We found that the best combination is a 60%cotton/40% poly mixture. We find this is softer than the 50-50 combinatino and makes for a better shirt. Can we bid our 60-40 shirt vs a 50-50? We also carry the 60-40 vs the 50-50 off the shelf if needed.

A11: when you fill out the pricing page please note the price for 50/50 and add on for 60/40

Q12: Can you send artwork that has been provided before? I would like the art that was sent and to see the files as to how it was sent for maybe the Half Marathon and the Turkey Trot.

A12: See attached PDF of artwork.

Q13: When is artwork due to the contractor? How many days in advance of the delivery date?

A13: Please review pages 14 and 15 (SOW). Contractor will provide timeline depending on shirt process.

Please review the delivery date and submit a production schedule according to page 15.

Q14: Do you need samples of all shirts? All three option on all the races?

A14: No- please review pg. 77 for requested samples.

Q15: What terms are acceptable for payment?

A15: Net 30 Days

Q16: Is the first deliverable on this new contract the 1775 Race or the Turkey Trot in 2018?

A16: First deliverable will be the Marine Corps 1775k.

Q17: Is there any advantage to providing a 100 percent sourced product form the USA or is it fine to just use the approved countries as a source.

A17: Please see section K.6 on page 68 for Buy American Act/Trade Agreements. Make sure that you fill out section K.6.c- certification and list end products that are not domestic. See section K.6.d in regard to how Buy American Act affects this procurement.

Q18: Can we receives samples of what was used in 2018?

A18: We do not have samples but have attached example art work.

Q19: Will payment for the first race be processed once the contract is awarded and subsequent payments prior to product delivery?

A19: Payment is made after receipt of goods on a NET 30. See section I.21 for Invoicing and Payment.

Contractor may offer a prompt payment discount to be paid sooner than the NET 30 and will be taken into consideration provided that we are able to meet the payment date.

Q20: Will payment be processed once the items have been delivered to the installation?

A20: See above answer.

Q21: Are there any art files/designs which you can share with us?

A22: See attached PDF example. MCMO has the capability to send JPEG, PDF, and Vector files for designs.

Q22: What is the actual event date you are requesting these items for? For instance sublimation for custom clothing requires 60-90 day turnaround time or possibly longer depending on the time of year.

We know the Marine Corps Marathon for this year is just around the corner, but want to be sure in your planning that you are aware if you were needing these items for this year.

A22: We are covered for the Marathon this year. This contract will commence with the 1775 that takes place in April of 2019.

Q23: Can you provide a bid tab or previous vendors who bid, unit amount and award amount?

A23: We do not provide this information.

Q24: Pages 29 thru 35 there is requests for detailed info that i have not seen on other awards. Please provide clarification.

A24: This is in reference to the Service Contract Act and is required on all government service contracts over $2,500. If you need additional information on this please contact the Department of Labor.

Section H is SPECIAL CONTRACT REQUIREMENTS; there is not a waiver for these requirements.

ADD to Statement of work:

All standard sizes shall be equal to a Gildan or better style shirt. Off the shelf and custom style shirts shall be approved by MCMO prior to productions. Below size chart shall be used for this contract:

UNISEX Chest Waist X-Small 32” - 34” 25” - 27” Small 35” - 36” 28” - 30” Medium 37” - 39” 31” - 33” Large 40” - 42” 34” - 36” X-Large 43” - 45” 37” - 39”

2 XL 46” - 48” 40” - 42”

3 XL 49” - 51” 43” - 45”

4 XL 52” - 54” 46” - 48”

All other terms and conditions shall remain in effect.

**SOW explanation, page 14, each event is specified with the type of shirt and process we want. We would like the opportunity to have options per event to make changes throughout the contract. I understand there is a difference in pricing, so we are requesting options with dye-sublimation, screen printing, and embroidery. So many steps are involved in producing a shirt but we want the best quality for our runners.
