About this file
This is a Sole Source Justification Form submitted by the Colorado Department of Public Health and Environment's Prevention Services Division, Maternal and Child Health Program, for the MCH Resource Contact Center project with Mile High United Way. The project establishes and maintains a statewide toll-free Information and Resource Contact Center operating five business days per week during standard business hours, excluding holidays, complemented by a 24-hour website. The contact center accepts telephone calls, text messages, and online chat to provide information and resources aligned with Colorado's seven MCH priorities: nutrition security, housing, economic stability, coordinated intake and referral systems, perinatal wellbeing, built environment, and social connectedness. The proposed contract term runs from October 1, 2027, through September 30, 2032, with a total estimated dollar amount of $525,000 over the five-year period.
Funding for this project derives from the Maternal and Child Health Block Grant, statutorily mandated through Title V of the Social Security Act, which requires states to provide toll-free telephone access for parents seeking information about health care providers and services. The justification asserts that Mile High United Way is the only vendor capable of providing comprehensive resource and referral services statewide that align with the MCH priorities, based on competitive bidding conducted since 2017 where no other entity demonstrated comparable capability. The vendor has provided related services under previous contracts from October 2017 through September 2027. The program conducted price comparison analysis against historical rates for similar services and determined the proposed rates to be fair and reasonable, though formal catalog or market price comparisons were not performed.

This project serves to establish and maintain a toll-free statewide Information and Resource Contact Center to accept telephone calls, text messages and online chat five business days per week during standard business hours, excluding holidays, and provide a 24-hour website containing information and resources for the maternal and child health population. The contact center will serve as a central access point for information on services/resources/supports for parents and other caregivers to access information about health care services and other relevant health-related services and supports that align with Colorado’s seven MCH priorities: nutrition security, housing, economic stability, coordinated intake and referral systems, perinatal wellbeing, built environment and social connectedness. The Contact Center will ensure customers are directed effectively and efficiently to locally relevant services and programs that can help improve the outcomes in the MCH populations statewide.
Funding for this project is from the Maternal and Child Health Block Grant which is statutorily mandated through Title V of the Social Security Act (SEC. 505. [42 U.S.C. 705]) to “prepare and transmit to the Secretary an application (in a standardized form specified by the Secretary) that—
(1) contains a statewide needs assessment (to be conducted every 5 years) that shall identify (consistent with the health status goals and national health objectives referred to in section 501(a)) the need for—
(A) preventive and primary care services for pregnant women, mothers, and infants up to age one;
(B) preventive and primary care services for children; and
(C) services for children with special health care needs (as specified in section 501(a)(1)(D))
The statute also mandates that states “provide for a toll-free telephone number (and other appropriate methods) for the use of parents to access information about health care providers and practitioners who provide health care services under this title and title XIX and about other relevant health and health-related providers and practitioners.”
Because the MCH program is responsible for supporting the health and wellbeing of the MCH population throughout the state, the contact center must include resources that are available in every county and are relevant to the states’ seven MCH priorities. In addition, because the MCH program uses data from the contact center to inform the statewide MCH needs assessment, the reach of the contact center must be statewide.

F. What research has the program conducted to justify this sole source?
Since 2017, the MCH program has put this project out for a competitive bid and each time, Mile High United Way has been the only entity that has been able to demonstrate the ability to provide comprehensive resource and referral services for the entire state that are aligned with the seven MCH priorities.
An online review of existing Colorado call centers reveals that there are no other existing entities that provide the breadth and depth of resource and referral support for the MCH population. MCH partners, such as the Colorado Department of Local Affairs, Colorado Department of Early Childhood, the Colorado Department of Human Services, Children's Hospital Colorado and Perinatal Mental Health & Substance Use Consulting and Access Program (PROSPER) both list Mile High United Way 211 as a statewide support for resource and referral.
