About this file

This is an evaluation rubric document for the Massachusetts Cooperative Education Initiative (MCEI) "Fast Follower" Co-op Program Design Grants, administered by the Commonwealth of Massachusetts through the COMMBUYS system (Document #: BD-27-1088-RGT01-RGT01-131634). The rubric establishes a 55-point scorecard for evaluating proposals submitted by educational institutions seeking to develop cooperative education programs. Proposals are assessed across ten criteria: institutional commitment and prior experience with work-based learning; clarity and strength of motivation for participating in the co-op pilot program; academic department leadership support; employer demand and partnership strength; diversity of employer participation including nonprofit and public sector entities; student interest and barrier identification; grant management and reporting oversight; post-grant sustainability planning; budget detail and rationale; and prior receipt of Department of Higher Education (DHE) funding for cooperative education development.

Each of the first nine criteria is scored on a five-point scale distinguishing between strong/exemplary responses and weak/insufficient responses. The tenth criterion regarding prior DHE funding is scored as a binary 0 or 10 points, penalizing institutions that have previously received such funding while rewarding those that have not. The evaluation framework prioritizes institutions demonstrating clear institutional commitment, compelling rationale for participation, multi-departmental support, established employer partnerships across sectors, demonstrated student demand, and viable long-term sustainability strategies beyond the initial grant period. The maximum achievable score is 55 points, which will determine funding awards among competing applicants for this co-op program design grant opportunity.
