MCC-17-RFQ-0005/Amendment 0002 Page 2 of 2

The following are questions submitted by interested parties and the Government’s responses.

An offeror’s question may not appear in the exact wording or format submitted due to consolidation of questions.

1. Question: Will MCC please clarify that the following data sources will be collected by each of the 10 selected TVET providers and not by the evaluator, as indicated in Q&A #19?

o Administrative data on enrollment from TVET Competitive Grant program recipients o Employment data o Financial data from the grant recipients to examine financial viability o Interviews with TVET providers who receive the grants o Surveys of beneficiaries o Survey of industry firms on recruitment and employment of TVET graduates o Tracer studies of students from the TVET grantees o Sector employment rates, and resources devoted nationally to those sectors

Answer: Yes, the data sources mention above will be collected by each of the 10 selected TVET providers and not by the evaluator.

2. Question: Will MCC please clarify which indicators are being referred to in Q&A # 30?

Answer: If a bidder proposes interim data collection they should also propose which questions and related indicators would be important for that data collection. Is at the discretion of the bidder to propose which of the outcomes would be critical for interim data collection.

3. Question: Will MCC please confirm that a cost-effectiveness analysis (CEA) could potentially be substituted for the CBA?

Answer: MCC would need to review the proposal and rationale before making a decision.
