Economic Analysis and Evaluation Services Burkina Faso Q & A
Solicitation Number: MCC-16-RFQ-0011
1. Recently MCC commented that all offerors for the Ghana and Tanzania roads assessment RFQ missed or did not explicitly address a key scope item. Given that the scope for the Burkina Faso RFP is so similar, would MCC highlight this key scope item so that the offerors do not miss its inclusion, and can properly address it in the approach and methodology sections as well as in the budget?
MCC RESPONSE: Every solicitation is an independent procurement. MCC has successfully awarded previous roads evaluation contracts similar in scope to the current solicitation in Burkina Faso. Thus, this solicitation should be considered by its own merits, and is not related or dependent upon any prior solicitations issued by MCC. This solicitation includes multiple components (the five key research areas) that are intended to provide a nuanced and in-depth perspective on the effects of MCC investments. The five research areas are intended to be complementary, contributing to a cohesive final analysis. However, assessing these five areas well requires a diverse set of analyses and a diverse skill set. Thus, we strongly recommend all offerors to assess the strength of their proposal for each and every one of the research areas and for each and every staffing requirement. MCC recognizes that the necessary skills sets may not exist within a single organization. Thus, as stated in section H.16, “If deemed necessary by the offeror to meet these requirements, firms are encouraged to seek collaborations with individuals and/or firms that have complementary skill sets.”
2. MCC has encouraged the use of automated traffic counting mechanisms on page 11 of the RFQ, item C.3.3.5, research area 5, to support the twice yearly review of traffic growth.
Would MCC elaborate on the benefits and rational for ordering automated methods over traditional ground counts method with human surveyors? Particularly given the complications with automated equipment such as lasers, pressure counters (strings), and video poles. These technologies are frequently unavailable in countries of Sub-Saharan Africa, may be costly to import, and do not adequately capture NMT traffic. They additionally may be stolen or damaged by local residents if left without onsite human monitoring.
MCC RESPONSE: Research Area 5 of this solicitation requires the contractor to assess the change in traffic patterns over time. Given the potential role that automatic traffic counting measures COULD play in the assessment of traffic patterns over time, “MCC encourages offerors to consider automated traffic counting mechanisms in meeting this requirement and addressing Research Area 5” (emphasis added for clarity). Thus, the use of automated methods is not required. There are benefits and drawbacks to all potential data collection methods, and offerors should weigh these benefits and drawbacks when creating their proposal and selecting their recommended methods. MCC expects all offerors to propose the methods the offeror considers best for meeting MCC’s requirement in assessing the change in traffic patterns over time, as described under Research Area 5.
3. MCC has requested the collection of post-construction aerial photography of 5cm resolution. Typically this type of imagery is gathered using low-flying single-engine aircraft or potentially drones. The latter option is not FAA-approved in the United States.
Would MCC elaborate on the benefit and rationale for preferring 5 cm aerial photography to verify traffic volumes over traditional ground counting method using automated or human surveyors? These latter methods can provide the same level of detail and accuracy on 2- and 4-lane roads for a significantly lower cost.
MCC RESPONSE: The Contractor is expected to collect aerial photography in Burkina Faso, where the use of 5cm technologies is an acceptable practice. However, potential offerors should understand that the
MCC-16-RFQ-0011 0001 Page 3 of 3 objective of the 5cm aerial photography is less for the verification of traffic volumes and more for the verification and documentation of road condition and data collected. Specifically, section C.5.5.16 indicates that, “The Contractor shall collect satellite imagery at a resolution of at least 50cm of each road (pre-construction project) and aerial photos (orthophotos) at a resolution of 5cm or greater (post construction project) and overlay the collected data including collection points and counting stations. The purpose is to convey in a high level format the essential elements driving the ERR, both positively and negatively, including the documentation of what work was done.” The objective of collecting the satellite imagery and photography is to have documentation not just of road location and status, but also to combine that information with traffic count data (whether collected manually or otherwise) as well as other data points collected during the evaluation. Thus, the objective is to display and document the data, not necessarily to verify it.
