OFFEROR QUESTIONS and MCC RESPONSES

RFP Section/Page

Number

QUESTIONS/COMMENTS MCC RESPONSES

1. Amendment 1 – New Due date

Because of the orals presentation requirement, we kindly request a one week extension to

October 18. We also ask that the oral presentation date be moved to October 24th or later.

Unfortunately, we cannot extend the due date beyond

October 13, 2016 due to the tight deadlines we are working with for this award.

As a result, the new due date for proposals and quotes is

October 13, 2016 at 1 pm

EST, and the new tentative dates for the oral presentation will be October 18 and 20, 2016.

2. Section H.10 – Key

Personnel

Pages 36-37

RFP states, “Key personnel will be designated at the Task Order level, MCC anticipates one

(1) Project Manager that will be responsible for overseeing the personnel on all Task Orders.”

Question: Are we required to provide a resume for the Project Manager who will oversee all task orders? If so, within what volume should it be placed? Also, would the IDIQ Project

Manager be required at the oral presentation?

Could our Program Assistant serve as the Task

Order Manager?

The resumes are required for the Enterprise Support

Services IT Specialist and

PMO Program Assistant.

These resumes are to be included as an attachment to

Volume IV.

3. Section L.3.3 Volume I –

Content of Technical

Proposal Page 71

We understand a signed SF 1449 is required in

Volume I. It is also in the beginning of

Attachment J.11 and asked for again in Volume

III – Price.

Question: Please clarify how many signed SF

1449’s are required in the proposal response.

We understand that all volumes are to be combined into one PDF so we assume one signed copy is sufficient.

Only one SF 1449 is required which should be included with Volume I. Vendors must not combine volumes into one (1) .pdf.

MCC is anticipating five (5) separate volumes from vendors (see L.3). All volumes must be submitted in one email (if possible) with the 5 Volumes as separate documents. Volumes I, II, and IV must be submitted in

MS word and .pdf. Volumes

III and V must be submitted in MS excel, as well as a price narrative in .pdf which will contain the vendor’s

VENDOR QUESTIONS and MCC RESPONSES MCC IT Support Services Contract

MCC-15-RFP-0245

MCC-16-RFQ-0253, Amendment 0002 Page 3 pricing strategy/rationale, escalation rates, etc.

4. Section L.3.3

RFP states, “The Offeror must demonstrate in the technical proposal it understands the requirements of this procurement and its capability of performing the work. The technical proposal must contain a complete and detailed plan for achieving the requirements and services of the RFP. PAGE LIMIT: 30 pages

(excluding resumes, graphs, charts, etc.).”

Question: What resumes are required in

Volume I, Technical Proposal? It was our impression that resumes are only needed in

Volume IV.

Resumes are not required for

Volume I. You are correct in your assumption that resumes are only required for Volume

IV.

5. Section L.3.3; Pages 71-27 Question: Are the Table of Contents, Cover

Letter, and SF 1449 included in the 30 pages allowed for the Volume I Technical Proposal, or are they excluded? You also mention resumes are excluded from Volume I. Which resumes are required at the IDIQ level, in Volume I?

Please clarify.

The Table of Contents and the SF 1449 are to be included in the 30 page count.

No resumes are to be included in your response to

Volume I.

6. Section L.3.4 Volume II –

Past Performance Page 72

Question: When are past performance questionnaires due to the government? We assume the proposal due date, but wanted confirmation.

Past performance questionnaires are due no later than October 13, 2016 at

1:00 PM.

7. Section L.3.5 Volume III

Price Page 72

Question: Is there a format you want offerors to use for Volume III Pricing? There was a spreadsheet provided for Volume V Pricing, but not for Volume III.

The response to Volumes III and V must be in MS Excel using the format provided in

J.9 and also a .pdf version with your pricing narrative, containing company pricing/rate structure, indirect rate information, escalations, etc.

8. Section L.3.6; Volume IV

– Technical (Task Order)

Each resume is to include references.

Question: How many references do you require and do they need to come from a customer or can an employee reference be from his/her company supervisor?

MCC would require at least three (3) references for each person proposed; the references can be from a customer, colleague or supervisor.

9. Section L.5 STAFFING &

RETENTION,

PERSONNEL

QUALIFICATIONS,

RFP States there will be 30 minutes for

“clarification questions by the MCC” and in the following RFP paragraph it states “MCC will conduct an open question session”.

The 30-minute question session will primarily address aspects of the 45-minute presentation. This time slot

MCC-16-RFQ-0253, Amendment 0002 Page 4

AND PAST

PERFORMANCE (ORAL

PRESENTATION) Pages

73-74

Question: Please clarify if the 30 minute question session will be clarification questions only from the 45-minute presentation or if questions could be about anything pertaining to this contract.

will be used for clarification questions pertaining to the presentation.

10. Section L.5 - STAFFING

& RETENTION,

PERSONNEL QUAL-

IFICATIONS, AND

PAST PERFORMANCE

(ORAL

PRESENTATION) Pages

73-74

RFP states, “Each key personnel will be asked to describe his or her own experience and qualifications to perform work under the contract.”

Question: Who are the key personnel that are required to be at the Oral Presentation? Can senior executives also participate in the 45 minute presentation? Is the IDIQ Program

Manager required at orals or just the task order project manager?

Key personnel are not required to be present at the

Oral Presentation. It is highly recommended that company executives and the IDIQ PM be present at the Oral

Presentation. MCC will leave it up to the company to decide who will be the persons speaking on behalf of the company.

11. Section L.5 - STAFFING

& RETENTION,

PERSONNEL QUAL-

IFICATIONS, AND

PAST PERFORMANCE

(ORAL

RFP states, “Additional information and requirements (e.g., content, corporate-level attendance/participation, presentation slides, and the equipment MCC will make available to offerors) will be addressed upon MCC’s invitation to the offerors to provide an oral presentation.”

Question: When will offerors receive this invitation to provide an oral presentation? We are building a presentation now so would appreciate any additional guidance on content or other requirements as soon as possible.

Offerors are required to make preparations to attend the

Orals on either October 18 or

20 or when the Contract

Specialist notifies you of the specific date and time.

12. Section L.5 - STAFFING

& RETENTION,

PERSONNEL QUAL-

IFICATIONS, AND

PAST PERFORMANCE

(ORAL

RFP states, “The offeror shall demonstrate strong public speaking skills and the ability to interact with people at all levels within an organization – from practitioners through senior management.”

Question: Are offerors required to provide past experience demonstrating strong public speaking skills within the orals presentation deck or will strong public speaking skills be determined solely through how we perform during the presentation?

No public speaking skills are required, MCC just requires the Offeror and their representatives to be able to communicate clearly.

13. Section M.1 FAR 52.212-

1 – INSTRUCTIONS TO

OFFERORS –

RFP states the offer must show, “(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR

52.212-3(b) for those representations and

The completed reps and certs should be an attachment to

Volume I.

MCC-16-RFQ-0253, Amendment 0002 Page 5

COMMERCIAL ITEMS

(OCT 2015) Page 75 certifications that the offeror shall complete electronically);”

Question: Where within the offeror proposal response are completed reps and certs to go? Or are you asking for a statement to this effect within our cover letter?

14. Section L.3.3 Section L.3.3 states that the page limit for

Volume I is “PAGE LIMIT: 30 pages

(excluding resumes, graphs, charts, etc.).

Question: Are Table of Contents, Cover Letter and SF 1449 also excluded from the page count.

See question #5 response.

15. J.11 (Task Order) In document J.11 (Task Order) it also gives a 15 page limit for Volume IV. The same question applies:

Are Table of Contents, Cover Letter and SF

1449 excluded from the 15 page count limit for

Volume IV?

Yes, that is correct.

J.11 (Task Order), Section

L.1

In document J.11 (Task Order), Section L.1

Volume IV – Technical Quote (Task

Order), it says that “The written technical portion of the proposal shall contain the following sections: (1) Table of Contents;

(2) Cover Letter; (3) SF 1449; (4) A written response to the Task Order based on the following Factors a. Personnel

Qualifications (resumes) b. References c.

Price”

That’s correct. However, price must not be included in

Volume IV, only in Volume

V.

17. Section L.3.4 Section L.3.4 on Past Performance discusses the requirement for submitting

Past Performance Survey Forms signed by previous clients which are to be sent directly to the MCC but Section M.3.4 on

Past Performance discusses providing information on the projects.

Question: Please clarify whether we are supposed to provide Past Performance Survey

Forms only, provide information about the past performed projects as part of Volume II, or both?

You are asked to complete both Volume II Past

Performance, and have your clients submit the Past

Performance Questionnaire directly to MCC.

MCC-16-RFQ-0253, Amendment 0002 Page 6

18. Section L.5 Section L.5 states “…Further, each key personnel will be asked to describe his or her own experience and qualifications to perform work under the contract.”

Question: By Key Personnel, do you mean the

Key Personnel for the IDIQ (Project Manager) or do you mean the 2 key personnel for the Task

Order. If the Latter, do you expect that all 6 people whose resumes have been presented (3 for each of the 2 key personnel) to be present at the presentation?

Only Senior executives of the company are required to be present at the Oral

Presentation, Key Personnel are not required to attend the

Oral Presentations.

However, MCC will conduct interviews with the persons proposed to fill the Key

Personnel and staff positions for the Task orders, both during this first Task Order and during future Task

Orders. MCC will have the final say regarding who gets hired.

19. C.2.2 (MCC-16-RFQ-

0253)

For the Program Assistant position, it references

PMO which is defined as Product Management

Office. Did you mean Program Management

Office instead? Can you please clarify that the

Program Assistant will be reporting to the

Program Management Office and not the

Product Management Office?

At MCC, we are fully executing a SCRUM Agile process and only have a few products. We do not currently do typical Program management, which is why

PMO equates to Product

Management Office. The title given to this position is the closest match with OPM job standards, but does the same work we expect to be accomplished. This position is an assistant to the lead for this area, along with our

Product owner team.

20. C.2.2 (MCC-16-RFQ-

0253)

Regarding the Program Assistant position, are all of the Agile and Scrum skill sets mandatory or can these be desired skill sets? Can we fill this position as an Administrative Support role versus a project management role with administrative functions?

It is our desire that this position have experience with

SCRUM/Agile as they will be directly supporting our office that executes this work.
