Requirements

Requirements for a Complete Procurement
For inclusion in
#CategoryRequirementRequirement LanguageRequirement Development BackupValidation 1Validation 2Validation 3Validation 4ApprovalPre-solicitationRLP
1Future StaffNumber of FTEs and contractors in 2015 - offices - including OIGMCC requires 202 offices of no less than 100 NSF, 16 offices of approximately 150 NSF, and 1 office of approximately 250 NSF (total of 219 offices).Original requirement comes from S. Murphy's 4/12/13 count for current number of offices (213 MCC + 4 OIG + 2 hoteling). Based on the same count, it was determined that these are largely if not wholly occupied with the exception of those reserved for hotelling. Through MCC's consultative process it was determined that privacy for heads down work was critical to the way in which staff work, and therefore the basic number of offices for full time staff and contractors should be maintained, although the ratio of the small number of hoteling offices to workstations could be reversed.S. Murphy: Required to validate that the count provided in April has not changed significantly, and based on the assumptions described in the backup, that this is the correct requirement to include.Human Resources [insert name here]: Confirm that the number validated by Facilities Services is not inconsistent with HR's understanding of the number of employees seated in MCC leased space. In addition, confirm that the number of employees currently on payroll and seated in MCC space is at a relatively high level compared to historical averages.JLL / HOK: Confirm that the language is correct for communication to the market AND that the office sizes are appropriate for design needs.MCC OIG: MCC will initiate meeting to confirm: a) that it is the OIG current intent to remain in a location contiguous to MCC staff and b) that the numbers provided in April 2013 will remain valid.VP of A&F in consultation with the Chief of Staff: Confirm that the constraints to growth is not a risk that needs to / should be mitigated through increased number of offices. This was flagged at the MCC Senior Management meeting on May 30, 2013, but should be re-validated.xx
2Future StaffNumber of FTEs and contractors in 2015 - cubicles - including OIGMCC requires 126 open environment workstations of no less than 64 NSF each and 55 open environment workstations of no less than 49 NSF.Original requirement comes from S. Murphy's 4/12/13 count for current number of OCCUPIED cubicles (100 MCC + 18 OIG + 8 hotelling). The 55 open environment workstations stemmed from a discussion of current contractor numbers, specifically those that could manage within "drop down" spaces.S. Murphy: Required to validate that the count provided in April has not changed significantly, and based on the assumptions described in the backup, that this is the correct requirement to include.S. Murphy: Required to revisit assumptions from contractor counts and validate number provided with HR, OCIO, and CGM on contractor counts and allocation between individual workstations and "drop down" workstations.JLL / HOK: Confirm that the language is correct for communication to the market AND that the workstation sizes are appropriate for design needs.MCC OIG: MCC will initiate meeting to confirm: a) that it is the OIG current intent to remain in a location contiguous to MCC staff and b) that the numbers provided in April 2013 will remain valid.VP of A&F in consultation with the Managing Director, CGM: Managing Director of CGM is also responsible for putting in place procedures to begin limiting the allocation of staff to on-site positions. Will require greater scrutiny for the assignment of on-site contracts.xx
3LocationGeographic location for headquarters location. As a member of the international development community, a central downtown DC location is critical in fulfilling MCC’s location. Accessibility to key stakeholders, MCC board members, as well as partners in the international development community was considered in the development of MCC’s requirements. In addition, a central location facilitates MCC’s representational role with foreign partners and provide a meeting and event venue for public and diplomatic meetings without requiring extensive travel from downtown Washington.

Consistent with this determination, MCC is requesting lease proposals from buildings located within the delineated area represented by the blue box on the map below. The map’s borders are as follows:

North: L Street, NW from 20th Street, NW to 11th Street, NW.

East: 11th Street, NW from L Street, NW to Pennsylvania Avenue, NW.

South: Pennsylvania Avenue, NW / E Street, NW from 11th Street, NW to 20th Street, NW.

West: 20th Street, NW from E Street, NW to L Street, NW.

This includes any buildings which are within the boundaries detailed below and those which are immediately across the street.

A central downtown DC location is critical for MCC to fulfill its mission as part of the USG international development community. Accessibility to key stakeholders, including MCC Board agencies and OMB, as well as partners in the international development community is an important factor in this location. As part of the review of this requirement, MCC reviewed the location of a representative cross section of 10 key stakeholders and partners. Ten of the 10 (if you count the fact that the RRB is located along Penn Ave) are located within this delineated area, reinforcing the importance of the requirement. The delineated location also provides a central location between two additional stakeholders which are not located within the delineated – specifically the US State Department and the US Congress. Having centralized access facilitates the formal and informal collaboration necessary for the smooth and efficient operation of the Agency. In addition, the central location facilitates MCC’s representational role with foreign partners and provide a meeting and event venue for public and diplomatic meetings without requiring extensive travel from downtown Washington.

As part of its market research, MCC determined that the delineated area encompasses 11 of 16 responsive RFI proposals. This provides support that the requirement includes a competitive range of possible proposals.

CGM: Required to validate that the language used is consistent with the requirements of the FAR.JLL: Required to validate that the language provided is advisable given the circumstances of this solicitation and the specific language used will be clear to the market and potential buildings on the borders. This will supplement and refine the meeting notes from the Focus Group on Event Space.Eliza Keller: Will provide the justification in consultation with CPA colleagues, AND review resulting requirements language and Indicative Requirements Schedule.CGM: Required to validate that the language used is consistent with the requirements of the FAR.JLL / HOK: Required to validate that the requirements language is appropriate for the market, not overly restrictive in order to support sufficient competition, and will provide sufficient discretion to result in a space that can be properly designed for MCC's needs. JLL should also provide a written recommendation if insufficient competition is likely which would make the requirement a preferential evaluation criteria but NOT necessarily a requirement which would exclude interested buildings who do not meet this requirement.T. Neumann: Review from IT perspective to determine if further refinement is necessary to ensure appropriate IT requirements within the event space design.Chief of Staff: in consultation with the VP of CPA and the VP of A&F.
8Other RoomsBuilding amenities (fitness center, lockers/showers, bike storage, convenience store, lunchroom, etc.)MCC requires employee access to an on-site fitness facility (but outside of the space leased) of a reasonable size and utility with access to shower and locker facilities.
