QUESTIONS AND ANSWERS

MANAGEMENT INFORMATION SYSTEMS SUPPORT SERVICES (MIS)

Dated January 6, 2012

#1 QUESTION: Is this an existing contract and is there an incumbent? Can we get the rate card/awarded pricing for the previous contract?

ANSWER: This is a new requirement. There is no incumbent.

#2 QUESTION: Does the page limit of 20 single sided pages for Volume 1 include the Past Performance section?

ANSWER: The RFP (Page 5, Section D1a, Proposal Preparation Instructions) states “this section is limited to 20 pages.” Our intent was to only speak of the Technical Capability/Key Personnel section. There is no page limit to Past Performance or Price Sections.

#3 QUESTION: Does any of the 3 past performances requires that the vendor have worked with MCC?

ANSWER: The RFP (Page 5, Section D1b, Proposal Preparation Instructions) stated “References from institutions that have characteristics similar to Millennium Challenge Corporation are preferred”. There is no requirement that requires the vendor to have worked with MCC.

#4 QUESTION: With a submission close date of Jan. 10, 2012, and a contractor start date of February 2012, as a primary question, can you advise whether there are incumbent personnel already in place who could/would transfer to a new awardee?

ANSWER: This is a new requirement. There is no incumbent. The BPA award is planned for February 1, 2012. Individual Call Orders will be issued for requirements with a specified period of performance.

#5 QUESTIONS: In Part IV, item 3 titled Performance Location: It mentions that all work will be completed at the Contractors Office, in Washington DC, and/or in any MCC eligible country, if required. Does this mean that all work will be completed at the contractors office (even if it is not in DC), or at MCC facilities in Washington DC, or in any MCC eligible country if required? Please clarify.

ANSWER: Yes to all of the above.

#6 QUESTION: How long is the typical time period from when a call order is placed to when the contractor’s staff needs to be on site to start work?

ANSWER: Transition time or performance start dates will be identified in individual Call Orders and/or coordinated with the Program Office.

#7 QUESTIONS: For this RFQ, only the key employees resumes are required for the submission correct?

ANSWER: Yes

#8 QUESTIONS: In section G – Titled Contract Award it states: Within 2 days of the contract award the contractor shall provide a listing of all personnel working under the contract. Does this list only need to include Key personnel that were submitted as part of the RFQ? The actual call order requirements and staffing requirements will not be known until a call order is placed. Or, do personnel for all possible labor categories need to be identified and submitted as part of the list within 2 days of the contract award? This does not seem possible where the specific technologies are not yet known. If you can clarify that would be great.

ANSWER: The requirement referenced is for Key Personnel two (2) days after the award of the BPA. Once the call order is issued, 2 days after award, the list of employees associated with the Call Order will be required.

#9 QUESTION: As part of a call order requirements, will it be made known to the contractor which positions will require long distance travel, possibly to another MCC country?

ANSWER: Yes

#10 QUESTION: We are a company registered in (another State identified). Are we eligible to respond to this RFP?

ANSWER: Yes

#11 QUESTION: Are there any state requirements (registration etc.) that have to be met pertaining to this RFP?

ANSWER: No

#12 QUESTION: Would an out of state company be at a disadvantage when compared to local vendors?

ANSWER: No

#13 QUESTION: Is there a set a-side for small/Minority based business?

ANSWER: No – the set-aside for this requirement is Service Disabled, Veteran Owned, Small Business (SDVOSB)

#14 QUESTION: Do we have to submit resumes? If so how many resumes can we submit for each category?

ANSWER: See Questions 7 and 8 above.

#15 QUESTION: Who, or what company, developed the requirements for this project?

ANSWER: The government program office developed the requirements for this project.

#16 QUESTION: Does the Service Contract Act apply to this new contract? Did it apply to the previous one?

ANSWER: The SCA may apply depending on the labor category proposed, i.e., Administrative Support

#17 QUESTION: How long a transition period is expected/desired at contract start?

ANSWER: All work is new.

#18 QUESTION: What were the main challenges during this contract pertaining to the performance and services provided?

ANSWER: This is a new requirement.

#19 QUESTION: What are DCO’s business goals, and long term strategic responsibilities for MCC’s systems?

ANSWER: See Section C, Statement of Work, Paragraph C.2 – Background

#20 QUESTION: Your schedule in Section III calls for a Project Manager at 1325 hrs/year while section IV.7 calls for a “A Program Management Office (PMO), staffed with two Project Managers (Key Personnel)”. Is the 1325 hours to be split between 2 persons or just one?

ANSWER: The total number of hours is for the 2 required Project Managers.

#21 QUESTION: Will MCC accept for evaluation past performance of subcontractors or only the prime vendor?

ANSWER: MCC will only evaluate Prime contract past performance, however, if there is a teaming arrangement, team member past performance may be considered.

#22 QUESTION: Does MCC require the Veteran Affairs Certification for SDVOSB or can the vendor self-certify

ANSWER: Vendors may self-certify. The certification should be reflected in the On-Line Representations and Certifications Application (ORCA). Please note that falsely self-certifying a business as SDVOSB may be grounds for debarment.

#3 QUESTION: For the modernization tasks, what software tools and or programming languages were used to develop the legacy systems that require conversion or redesign?

ANSWER: TBD

#4 QUESTION: Are there any requirements for expertise in system support tools?

ANSWER: TBD

#5 QUESTION: What is the approximate number of end users to be supported?

#6 QUESTION: Are there any international requirements, requiring traveling abroad under this contract?

ANSWER: TBD

#7 QUESTION: Will the new infrastructure include requirements for Cloud Computing?

ANSWER: TBD

#8 QUESTION: Are there any VMware being implemented?

ANSWER: TBD

#9 Are there any COOP Sites requirements?

ANSWER: TBD

#10 What level of risk are the IT assets classified at?

ANSWER: TBD

#11 QUESTION: If the government specifies new training and/or certification requirements for our staff, will the government reimburse the cost for this additional training?
