Use the Critical Path Method (CPM) of network calculation to generate all Project Schedules.Prepare each Project Schedule using the Precedence Diagram Method (PDM).

3.2 BASIS FOR PAYMENT AND COST LOADING

The schedule is the basis for determining contract earnings during each monthly update period and therefore the amount of each progress payment.

Lack of an approved monthly update, or qualified scheduling personnel, will result in the inability of the Contracting Officer to evaluate contract earned value for the purposes of payment. The aggregate value of all activities coded to a contract CLIN must equal the value of the CLIN.

Based on USACE requirements, Contractor can present a separate Pay Application for bonds before the Preliminary schedule is approved, however no additional Pay Applications shall be presented and/or processed until an acceptable and approved schedule submittal is in place. Before any Pay Application and/or schedule update files are transmitted through RMS, the SDEF that was created from the accepted and approved schedule submittal or updated monthly schedule shall be loaded into RMS and accepted.

A separate "bond" Pay Application can be presented by Contractor however USACE will require that a "bond" SDEF be created and approved before such Pay Application can be processed. Contractor shall get requirements from

USACE.

3.2.1 Activity Cost Loading

Contractor shall transmit via 4025 in RMS a cost loading submittal named Preliminary Project Schedule Cost Loading , Initial Project Schedule Cost Loading , Recovery Project Schedule Cost Loading , Construction Completion Schedule Cost Loading and receive approval of cost loading before submission of Preliminary, Initial, Recovery, or Construction Completion Schedule submittals, and executed modifications that involve cost loading of individual activities to evaluate the cost loading to determine if cost loading is reasonable and without front end loading. Non-compliance with this requirement will result in an automatic rejection of Preliminary, Initial, Recovery, or Construction Completion Schedule submittals and approval of executed modification activities to be inserted into the schedule that costs associated with them. Cost loading shall be done within the time frame required for submission of schedule submittals per paragraphs 3.4 "PROJECT SCHEDULE SUBMISSIONS", 3.4.1 " Preliminary Project Schedule Submission", 3.4.2 "Initial Project Schedule Submission", and 3.4.3 "Recovery Schedule or Construction Completion Schedule Submission".

Provide additional documentation to demonstrate reasonableness if requested by the Contracting Officer. See additional cost loading requirements under paragraphs 3.3.20.1 "As-Built Drawings", 3.3.20.2 "O & M Manuals", and 3.3.20.3 "Correction of Punch List". Contractor to present cost loading to USACE by means of submittal in RMS, utilizing spreadsheet format or report created from scheduling software, acceptable to USACE.

SECTION 01 32 01.00 10 Page 4

Each activity shall be cost loaded and subtotaled by CLINs whether or not there is a cost associated with the activity.

3.2.2 Withholdings / Payment Rejection

Failure to meet the requirements of this specification may result in the disapproval of the Preliminary, Initial, Recovery, Construction Completion and/or Periodic Schedule, executed modification activities to be added to schedule, and will result in rejection of payment requests until compliance is met.

Until the Preliminary, Initial, Recovery, Construction Completion Periodic Schedule Update Schedules or executed modification activities to be added to schedule are approved, no Pay Applications shall be processed or approved for payment. If Pay Application is presented before acceptance and approval of any schedule submittal, the Pay Application will be returned with no action taken. See 3.2 "BASIS FOR PAYMENT AND COST LOADING" for process given on bonds.

In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent project schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made or reject Pay Application with no further action until such corrections are made.

In the case where the Periodic Monthly Schedule Update, Recovery Schedule Monthly Update, or Construction Completion Monthly Update schedule is status and shows the project is 10 calendar days or more in total negative total float, the Contracting officer may withhold 10 percent in retainage.

3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS

3.3.1 Level of Detail Required

Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. Contracting Officer will have the right to have Contractor provide additional detail to schedule as deemed warranted.

Contractor shall provide a submittal activity for administrative, design, construction, or close-out activity that requires a submittal (even if submittal is for information only) broken down into the following four (4)Descriptions: "Prep", "Submit", "Government Review", and "Approval", unless activity is for procurement, then follow directions in paragraph

3.3.4 "Procurement Activities". The activity called "Prep" shall represent time to prepare submittal or design before submitting. The original duration for Submit shall not include any days for Prep.

Submittal activities are not allowed to be cost loaded. Original duration for "Submit" and "Approval" activity shall be one (1) calendar day.

"Government Review" shall be based on contract requirements. If contract requirements does not give original duration for Government review in work or calendar days, then duration shall be 30 calendar days.

SECTION 01 32 01.00 10 Page 5 description is prohibited.

The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

3.3.2 Activity Durations

Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods.

Non-procurement activities (tasks) shall have Original Durations (OD) no greater than 10 work days or 14 calendar days. This does not include activities that are "placeholders" for activities in the Preliminary Schedule that will be broken down further in the Initial Schedule. Once the schedule (Preliminary, Initial, Recovery, Construction Completion, or Periodic Update Schedule Updates) is approved, no changes to original activity durations shall be made without prior approval of the Government.

3.3.3 Design and Permit Activities

Include design and permit activities with the necessary conferences and follow-up actions and design package submission dates. Include the design schedule in the Preliminary, Initial, Recovery, Construction Completion, or Periodic Update Schedule, showing the sequence of events involved in carrying out the project design tasks within the specific contract period.

These activities include, but are not limited to: acceptance, design reviews, environmental permit approvals by State regulators, inspections, utility tie-in, Government Furnished Equipment (GFE) and Notice to Proceed (NTP) for phasing requirements. No Government Activities shall be cost loaded.

3.3.8 Standard Activity Coding Dictionary

Use the activity coding structure defined in the Standard Data Exchange Format (SDEF) in ER 1-1-11 . Contractor shall create the schedule using the following codes for each individual project. Contractor shall define each activity code as a PROJECT activity code. This exact structure is mandatory. All Activity Codes shall be developed and assigned to activities as detailed herein.

The SDEF format is as follows:

Field Activity Code

Length Description

1 WRKP 3 Workers Per Day

2 RESP 4 Responsible Party

3 AREA 4 Area of Work

4 MODF 6 Modification Number

5 BIDI 6 Bid Item (CLIN)

6 PHAS 2 Phase of Work

7 CATW 1 Category of Work

8 FOW 20 Feature of Work *

*Some systems require that FEATURE OF WORK values be placed in several activity code fields. The notation shown is for Primavera P6. Refer to the specific software guidelines with respect to the FEATURE OF WORK field requirements. Activity Code shown shall be exactly used in the software.

3.3.8.1 Workers Per Day Coding (WRKP)

Assign Workers Per Day code (WRKP) for all field construction or direct work activities, if directed by the Contracting Officer. Workers Per Day shall be the number of workers (crew size) expected each day to perform a task for the duration of that activity. This code shall be used when Contractor is required to provide a resource (manloaded) loaded schedule.

Activities may have more than one WRKP code so as to document different number of resources assigned to that activity. Using RESP or any other activity code and/or resource/expenses to provide number of resources assign to an activity is prohibited. WRKP codes shall be numeric-alpha.

Example would be Code Value 3M, 3=CREW SIZE, M=Mason. Workers Per Day codes shall be imported through the SDEF conversion of the schedule into

RMS. Manual inputting of Workers Per Day codes into RMS is prohibited.

This code shall not be used as a means of tracking modifications to the contract or any other use except for above.

3.3.8.2 Responsible Party Coding (RESP)

Assign responsibility code (RESP) for all activities to the Prime Contractor, Subcontractor(s) or Government agency(ies) responsible for performing the activity.

a. Activities coded with a Government "GOVT" Responsible Party code include, but are not limited to: Government approvals, Government design reviews, environmental permit approvals by State regulators, Government Furnished Property/Equipment (GFP) and Notice to Proceed (NTP) for phasing requirements. Government "GOVT" Responsible Party code shall not be used for any activity that has costs associated with

it. For activities that require Government approval and must have cost associated with them, the Contractor shall use "ABTG" for those activities.

b. Activities cannot have more than one Responsible Party code. Examples of acceptable Responsible Party code values for (RESP) are: DOR (for the designer of record); ELEC (for the electrical subcontractor); MECH (for the mechanical subcontractor); and GOVT (for USACE). Assign Responsible Party code for all activities. Unacceptable code values are abbreviations of the names of prime contractors or subcontractors.

RESP codes shall be alpha; numeric is not allowed for RESP codes.

Responsible Party codes shall be imported through the SDEF conversion of the schedule into RMS. Manual inputting of Responsible Party codes into RMS is prohibited.

3.3.8.3 Area of Work Coding (AREA)

Assign Area of Work code (AREA) to activities based upon the work area in which the activity occurs. Define work areas based on resource constraints or space constraints that would preclude a resource, such as a particular trade or craft work crew from working in more than one work area at a time due to restraints on…
