About this file
This is a Question and Answers document from Long Beach Utilities regarding Construction Management Services for the Golden Avenue Water Main Replacement project (MC-5223). The document addresses clarifications raised during a pre-proposal meeting held on January 23, 2023. The project requires construction management services with a project completion timeline of 120 calendar days following the Notice to Proceed, as specified in the bidding documents. Contractor work hours are defined in Specifications Section 01 10 01, Part 1.4, A, with weekend work not anticipated but available upon contractor request per General Conditions Part 6.5.2. Surveying is included as an optional task for the consultant team, as Long Beach Utilities is not bidding surveying separately and survey work may or may not be necessary for project construction.
The document clarifies that bidder forms referenced in the construction specifications (Specifications WD-54-22, pages 25-37) are required only for construction bidders and are not applicable to the construction management services RFP. These forms were due in a physical sealed envelope on February 1 and pertain exclusively to the construction work bid package, not to the consultant services contract. No pricing information, funding sources, or other financial terms are addressed in this Q&A document.

CONSTRUCTION MANAGEMENT SERVICES FOR
GOLDEN AVENUE WATER MAIN REPLACEMENT (MC-5223)
Question and Answers
1. Can the City clarify the “120 calendar days” for project construction? This would be roughly 90 business days: were 120 business days meant, instead? If indeed 120 calendar days, is weekend work expected?
A. Completion of Work for the Contractor is 120 calendar days following the Notice to Proceed per the Notice Inviting Bids. Refer to Specifications Section 01 10 01, Part 1.4, A for Contractor work hours. Weekend work is not anticipated, but may be requested by the Contractor per General Conditions, Part 6.5.2.
2. Will the Consultant’s team also be required to do surveying, even though the City is bidding out surveying separately? Is the inclusion of surveying as a component for the Consultant meant as QC/QA of the other awarded contractor for surveying needs?
A. Long Beach Utilities is not bidding out surveying separately. Survey may or may not be needed for the construction of this project, which is why the surveying task is an optional item.
3. Do the bidder forms mentioned in the document MC-5223-SPC-GoldenAveSpecifications-Revised
Final Signed_1 (pages 25-37) need to be included in the Bid, or were those forms simply for that bid package related to the actual construction work (this referenced document mentions these forms being due in a physical sealed envelope at the City on February 1, however, the RFP document itself for construction management services (RFP_COVER_CMS for Golden Ave Water Main Replacement MC-5223) does not mention these forms at all)?
A. The forms from Specifications WD-54-22 are for Bidders for construction only.
