About this file

This is a Sole Source Justification Form submitted by the Illinois Department of Natural Resources (IDNR) for a revenue-generating agricultural farm lease at Hackmatack National Wildlife Refuge in McHenry County. The lease encompasses approximately 24.70 acres and is intended to support wildlife populations and recreational opportunities through ecologically sound agricultural practices including improved soil health, reduced erosion, enhanced water quality, and minimized chemical impacts. The lease contract is scheduled to commence on March 1, 2027, and terminate on February 28, 2032, with no renewal options. The lessee is responsible for providing all necessary labor, machinery, tools, seed, fertilizer, equipment, and insurance required for the farming operation in accordance with IDNR requirements.

The estimated total contract value is $116,421.98, of which the state receives $12,350.00 (calculated at $100.00 per acre annually over five years) and the vendor receives $97,502.27. The lease is classified as a revenue-generating contract funded through other sources rather than state or federal appropriations. IDNR justified the sole source award under Administrative Code Title 17, Chapter 1, Part 150, Section 150.20(c)(3), which permits negotiated leases of 50 acres or less without competitive bidding. Vendor Ryan Gieseke was selected based on his qualifications as a local farmer with demonstrated capability to conduct the required agricultural operations. IDNR completed two previous four-year lease agreements with this vendor (2019–2023 and 2023–2027), each valued at $12,350.00. The sole source justification was approved by State Purchasing Officer Megan Dalton on August 18, 2026. If the sole source is not approved and competitive bidding is required, IDNR projects an annual revenue loss of $3,087.50 to the site.
