Place of Performance The primary place of performance will be:
FEMA Region 1 FRC 63 Old Marlboro Road Maynard, Massachusetts 01754 Background The Federal Regional Center currently has limited ADA-accessible access. The facility has only one ADA-accessible entrance and does not have an ADA-accessible second point of egress. This creates an accessibility, operational, and life safety concern, especially during emergencies or inclement weather.
The current configuration also limits the ability to separate employee and visitor entrances consistent with ISC criteria where feasible because only one entrance is ADA accessible. Providing an additional ADA-compliant accessible route at the rear of the facility will improve accessibility, emergency egress, operational flexibility, and visitor/employee access management.
The loading dock and rear parking area also support movement of large items and palletized materials. Currently, there is no efficient ADA-compliant poured concrete ramp route that supports movement of large items from the parking lot to the loading dock. The proposed ramp will improve logistics and reduce the difficulty of moving large items to and from the loading dock.
The project site includes an existing loading dock wall that will need to be cut or modified to provide access to the new ramp. The wall may be load-bearing or structurally significant, so professional engineering evaluation and proper support are required.
The project site also includes an existing patio/gazebo area, an existing aluminum Accessible ramp from the parking lot to the patio, parking areas requiring signage and marking modifications, and existing drainage issues where water pools on the patio. The existing aluminum Accessible ramp will be removed, and the new poured concrete ADA-compliant ramp/walkway system will begin at or near that location, connect to the existing patio, level off at the patio, and continue to the loading dock.
The project also includes installation of an outdoor blue pedestal emergency call station to provide a general video call function and a separate emergency activation function capable of dialing a predetermined emergency number. This improvement is intended to support safety, emergency communication, and visitor or employee assistance in the improved exterior area.
Performance of Objectives Objective 1: Provide an ADA-Compliant Accessible Route from the Rear Parking Lot to the Patio and Loading Dock The contractor shall design and construct one integrated ADA-compliant poured concrete ramp and walkway system that begins at or near the existing aluminum ramp location, connects the rear parking lot to the existing patio/gazebo area, levels off at the patio, and then turns and continues to the rear loading dock. The completed ramp/walkway system shall provide a continuous accessible route that improves emergency egress, facility access, patio access, loading dock access, and operational flexibility.
Objective 2: Safely Modify the Loading Dock Wall The contractor shall evaluate, design, support, cut, modify, finish, and protect the existing loading dock wall as required to connect the loading dock to the new ramp. The contractor shall ensure structural integrity before, during, and after modification.
