About this file
This Materials Management Plan (MMP) was prepared by Haley & Aldrich, Inc. for the City of Radford's contaminated soil removal project at the Former Radford Foundry site in Virginia (VRP #01062). The plan details requirements for managing, excavating, transporting, and disposing of contaminated soils from Exposure Area B of the approximately 99-acre property located at 1605 West Main Street. The project involves removing soils contaminated with lead, PCBs, and arsenic to a depth of one foot, with some soils considered RCRA characteristically hazardous waste. The work includes implementing dust control measures, erosion and sediment control, proper waste segregation and stockpiling, and documentation of all disposal activities.
The site assessment found that while the site does not pose risks above VDEQ's acceptable cumulative risk thresholds for future commercial/industrial use, there are limited exceedances in Exposure Area B for direct contact to soil by commercial/industrial workers and construction workers. The project requires specific waste profiling via TCLP analyses for lead, with soils having total lead concentrations greater than 100 mg/kg considered RCRA characteristically hazardous waste. A site-specific Health and Safety Plan must be developed and followed by contractors, and all modifications to the MMP must be approved by the Site owner and VDEQ. The area targeted for soil removal is shown on drawing C-102 of the associated Drawing Set.

Materials Management Plan – Exposure Area B Former Radford Foundry Site
1. Introduction
Haley & Aldrich, Inc. (Haley & Aldrich) prepared a Voluntary Remediation Report / Demonstration of Completion (Report) for the Former Radford Foundry in April 2024. The report (i) summarized previous investigations and supplemental 2023 assessment activities, (ii) presented an updated Health Human Risk Assessment and a Screening Ecological Evaluation, and (iii) and provided a Remedial Action Plan for property now owned by the City of Radford at 1605 West Main Street in Radford, Virginia (the Site).
The results of the updated risk assessment indicate that the Site does not pose risks above the VDEQ’s acceptable cumulative risk thresholds. More specifically, the results indicate that future commercial/ industrial use of the Site would be associated with cancer risks and hazard index values below VDEQ VRP cumulative risk thresholds for all four exposure areas and for all applicable exposure media and pathways. These conclusions are based on the assumption that institutional controls will be used to maintain the Site for commercial/industrial use (i.e., no residential development or use of the Site for schools, daycare centers, or active recreation, with the exception of potential recreational use in the area around the former wastewater pond in Exposure Area D). The institutional controls will also prohibit groundwater use through a UECA covenant.
Limited exceedances of the VDEQ VRP individual risk point of departure were observed in Exposure Areas B and D for the following exposure media and pathways:
• Direct contact to soil at Exposure Area B by commercial/industrial workers and construction workers.
• Direct contact to shallow soil at Exposure Area D by recreators. However, concentrations are consistent with background levels; thus, the associated risk is presumed to be negligible.
As recommended in the Report, this Materials Management Plan (MMP) has been prepared to ensure that potential exposures to soil in a portion of Exposure Area B are managed appropriately during planned soil removal activities. The MMP is issued in coordination with the drawing set “Grant Application Support and Removal Action – Exposure Area B, City of Radford” (Drawing Set) prepared by Haley and Aldrich, November 5, 2024. Exposure Area B is shown on drawing C-100 of the Drawing Set and the planned area of soil excavation is shown on drawing C-102.
1.1 SITE DESCRIPTION
The Site is an approximately 99-acre property located at 1605 West Main Street, Radford, Virginia on an irregularly shaped parcel of land wedged between New Main Street to the east, the New River to the north/northwest, and the Radford Trading, LLC property to the south, as shown on drawing G-100 of the Drawing Set. The Site is located within the jurisdictional boundaries of the City, an independent municipality located between Montgomery and Pulaski counties. The surrounding land uses are generally a mixture of residential and commercial properties.
1.2 PURPOSE AND USE
This MMP has been prepared to detail requirements applicable to the management, excavation, transportation and disposal of contaminated soils (including those considered RCRA characteristically hazardous waste) identified for removal from a portion of Exposure Area B.
1.3 HEALTH AND SAFETY
A site-specific, Health and Safety Plan (HASP) prepared in accordance with 29 CFR 1910.120 and 29 CFR 1926 must be developed and followed by contractors who will be excavating and managing soils in Exposure Area B. The HASP will describe measures to be followed by workers when conducting such activities. The contractor will be responsible for ensuring that all subcontractors are provided with a copy of the HASP and all personnel conducting any such activities are aware of its contents.
Among other things, the HASP will document hazards that are present or that may be encountered in the area subject to this MMP, as well as safety protocols to be followed by personnel. These protocols will include health and safety procedures and personal protective equipment.
1.4 MODIFICATIONS OF THE MMP
Modifications to this MMP must be approved by the Site owner or its designee and shall be provided to the Virginia Department of Environmental Quality (VDEQ) for its review and comment. If VDEQ does not object to the proposed modification or otherwise require changes within 14 days of the date it is sent to the agency, the modifications will be deemed acceptable and will be made. The modifications will be documented and attached as an appendix to this MMP.
2. Site Materials
2.1 SOIL MANAGEMENT
The Drawing Set is referenced herein for details regarding the excavation, transportation, disposal and management of the contaminated soils to be removed from Exposure Area B. Construction activities should be conducted in a manner to minimize disturbance of contaminated and potentially contaminated soils as well as soils not intended for removal.
Drawing C-101 of the Drawing Set presents isoconcentration contour figures of the primary soil contaminants (lead, arsenic and PCBs) in Exposure Area B. Other contaminants are also likely present in the Exposure Area B soils (refer to the attached tables from the Human Health Risk Assessment).
2.2 GROUNDWATER MANAGEMENT
Given the shallow nature of the planned excavation for contaminated soils removal (not more than one foot deep), it is not anticipated that groundwater will be encountered and that a groundwater management plan is necessary.
3. Waste Characterization, Transportation and Disposal
Drawing C-102 of the Drawing Set indicates the anticipated area of soils removal in Exposure Area B.
The area was selected to reduce the volume of soils contaminated with the highest concentrations of lead and PCBs as much as practical. Based on the RCRA “Rule of 20” protocol, soils with total lead concentrations greater than 100 mg/kg were considered to be RCRA characteristically hazardous waste.
The results of the Rule of 20 determination shall be confirmed with specific waste profiling via TCLP analyses for lead. Based on the profiling results, the limits of excavation may be adjusted and may include some areas of non-hazardous waste soils.
3.1 WASTE PROFILING
The contractor performing soils removal shall be responsible for properly profiling the contaminated soils for proper off-site disposal. Exposure Area B contaminated soils are subject to this MMP and will be sampled and characterized using protocols and analytical methods appropriate for the materials for profiling and disposal; the number of samples necessary to profile the waste will be determined by the disposal facility’s operating permit and/or VDEQ regulations/guidance. Analytical results will be used to optimize/maximize the volume of soil that can be removed and to determine how the materials must be managed.
In addition, sufficient soil samples (minimum 12) shall be collected for lead characterization via TCLP analysis to demarcate between non-hazardous waste soils and RCRA characteristically hazardous soils.
The City shall use the results of the lead TCLP analyses to optimize the limits of excavation to maximize contaminated soil removal under its available budgeting. This may result in more or less soils be excavated and managed as RCRA characteristically hazardous waste and some soils being excavated and managed as non-hazardous waste.
3.2 SEGREGATION, STOCKPILING, AND STAGING
Impacted material destined for off-site disposal will be direct loaded into transportation vehicles or stockpiled before being loaded. Stockpiles will meet the following requirements:
Materials that appear to be different will be placed in different stockpiles to facilitate testing and to avoid intermixing of materials; and
Surface water will be directed away from stockpiles to prevent erosion, and appropriate sediment and erosion control measures will be installed downgradient of stockpiles.
3.3 TRANSPORTATION
Impacted materials disposed of off-site will be transported in accordance with all applicable laws and regulations.
Bulk Solid Shipments
Bulk materials will be loaded into transport vehicles in a manner that will not damage any liners in such vehicles;
Loading methods will minimize the freefall of bulk materials being loaded; and
Following loading, the load will be secured with an approved cover to prevent loss of materials or fugitive dust emissions during transport.
Drummed/Containerized Shipments
Drummed/containerized shipments, if any, will be loaded and secured in accordance with DOT requirements.; and
Each drum/container will be inspected prior to leaving the site to ensure each is tightly closed and labeled.
3.4 DISPOSAL
Materials from intrusive activities in the areas subject to this MMP that may require disposal off-site include:
Impacted excavated soil;
Construction and demolition debris;
Clearing and grubbing materials;
Groundwater encountered during excavation activities; and
Other solid wastes (e.g., used PPE).
3.5 DOCUMENTATION
Delivery manifests, certified weight slips, and Certificates of Treatment, Disposal or Destruction, as applicable, will be maintained on-site during construction. Copies or all documentation shall be provided to the City and provided to VDEQ upon request.

4. Environmental Controls
4.1 DUST CONTROL
Work in the areas subject to this MMP will be conducted to minimize dust. Temporary methods of dust suppression may include motor sweepers, chemical suppressants, water spray, or a combination of these methods.
Dust control shall be performed whenever dust is likely to be generated. Intrusive activities that may generate dust include, but are not limited to, excavation, grading, filling and cutting.
4.2 STORMWATER MANAGEMENT AND EROSION CONTROL
Stormwater in the areas subject to this MMP will be managed in accordance with applicable laws and regulations. If required for the work to be conducted in these areas, erosion and control measures will be installed and maintained in accordance with applicable site plans submitted to and approved by the City of Radford.
