About this file
This document is an Invitation to Bid (IFB) for Weatherization Materials issued by the Energy Resource Center (ERC), a 501(c)(3) nonprofit organization operating the Weatherization Assistance Program in Colorado. The IFB solicits bids for materials to be used in weatherization services across five Colorado office locations, serving multiple counties including Denver, Jefferson, El Paso, Alamosa, Boulder, and others. The procurement is for the 2024-2025 program year (July 1, 2024 through June 30, 2025), with a bid submission deadline of May 24, 2024. The weatherization materials will support energy efficiency improvements in low-income residential dwellings, including insulation, air sealing, HVAC components, and essential health and safety repairs.
The IFB is funded by multiple entities including the U.S. Department of Energy, Colorado Energy Office, and Xcel Energy, with procurement governed by 2 CFR 200 and 10 CFR 440 Appendix A. Bidders must submit electronic proposals through the Rocky Mountain E-Purchasing System, with pricing to include projected cost increases and all shipping fees. ERC reserves the right to award bids to multiple vendors based on delivery time, material quality, and lowest price, either for total category bids or individual item categories. Vendors must be able to supply materials to five specified warehouse locations within five working days of purchase order receipt, provide a one-year warranty on materials, and comply with various state and federal regulations including anti-discrimination and confidentiality requirements.
