MassDOT Due Diligence Posting of Notice of Intent to Accept a Best Value Offer

The Massachusetts Department of Transportation (MassDOT) of the Commonwealth of Massachusetts announces its intent to Accept a Best Value Offer pursuant to the Commonwealth’s Due Diligence Posting policy, to enter into a contract to support the Road Safety Communications Program in Brockton Massachusetts with Travelers Marketing of Natick Massachusetts (Offeror), pending the results of this Notice of Intent.

Description:

Travelers Marketing, for the sum of $150,000, over a period of six-months (plus an evaluation period), intends to support MassDOT efforts to implement and administer a Road Safety Communications Program in Brockton Massachusetts

Background:

MassDOT is providing targeted and strategic support to municipalities that are ranked lowest in terms of their safety performance, among other measures. The Partnership between the City of Brockton, Old Colony Planning Council (OCPC) and MassDOT was initiated in response to Brockton’s top rank as the most high crash and high risk community in the Commonwealth, as of June 2022, and as ranked by MassDOT’s Traffic & Safety Office. The partnership intends to provide the City with technical assistance to develop a Safety Action Plan that would provide eligibility for the community to apply for larger Federal implementation funds, but also leverage and prioritize regional and statewide formula funding through the OCPC Transportation Improvement Program and MassDOT’s Statewide transportation Improvement Program. In addition to Brockton containing many of the top crash locations (for intersections, pedestrian clusters and bicyclist clusters), Brockton is also a top RISK community for many of the emphasis areas. Brockton is in the Top 5% risk towns statewide for distracted driving, impaired driving, occupant protection / seat belt use, speeding and older driver. As such, MassDOT is also seeking to assist Brockton with a more holistic approach that includes education and awareness to reduce deaths and serious injuries, particularly those that involve a behavioral component like impairment, distraction, lack of seat belt use, etc. Therefore, MassDOT is intending to enter into an agreement with Travelers Marketing, terms provide above, to perform the following tasks:

1. Obtain, review and analyze relevant crash, risk, citation, licensing, registration, demographic and other data specific to the City of Brockton to better understand the specific roadway safety concerns.

2. Identify, familiarize and engage with key stakeholders that reflect the Brockton community so that this can approach can be more about community ownership.

3. Work with community stakeholders to further the problem identification and develop messaging that resonates with the community in their voice.

4. Draft messages and materials through interactions with the community stakeholders.

5. Establish partnerships with local businesses and organizations within Brockton to enhance the campaign’s reach.

6. Review with MassDOT, City of Brockton and Old Colony Planning Council

7. Finalize messages, materials and selection of platforms through interactions with the community stakeholders and partnerships that have been developed.

8. Purchase and place media

9. After the media campaign, assess and analyze the effectiveness

The Department is posting this Notice rather than conducting a full procurement because the Department believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
