The project involves clearing and grubbing the top width of the levee, placing a 6-inch base layer of CA2 aggregate, and a 4-inch driving surface layer of CA6 aggregate over a 2,000-foot length. The minimum quantities required are 640 tons of CA2 and 480 tons of CA6. All work must be completed by September 1, 2023. Bids may be submitted through the BidBuy system, with a bid submittal deadline specified in the solicitation. The contract will be awarded to the lowest responsive and responsible bidder. The project is funded in whole or in part by federal grants and is subject to various federal regulations and requirements.

SCOPE OF WORK & PROJECT REQUIREMENTS
Date: April 19, 2023 File# 1-23-047
LOCATION: Marshall State Fish & Wildlife Area – Atchison Waterfowl Refuge
PROJECT TITLE: Construct Aggregate Driving Surface on Atchison Levee
PROJECT NARRATIVE:
The Atchison Waterfowl Refuge is part of the Marshall State Fish & Wildlife Area and located along the east side of the Illinois River north of Chillicothe. It was formed by constructing a levee to impound natural seep water for use as a waterfowl rest area. The levee used borrowed sediments adjacent to the levee for the construction effort. Rehabilitation efforts, which included riprap armoring, was completed in 2020. This effort shall provide for an aggregate driving surface that allows for better access to the water control structure.
SCOPE OF WORK:
The contractor shall construct a 2,000-foot-long by 10-foot-wide aggregate driving surface on the Atchison Refuge levee. The earthen levee currently has a top width that varies between ten feet (10’) and twelve feet (12’) wide. The aggregate surface shall commence at the spillway terminus and continue to approximately thirty-feet beyond the water control structure, including the small turn-around area.
The Contractor shall undertake the following:
1. Clear and Grub top width vegetation and sod to a depth of 3-4” along length of improvements, including turnaround area. Remove and dispose of material offsite.
2. Provide, deliver & place a six-inch (6”) thick layer (final thickness) of CA2 aggregate as a base. Tailgate spreading is an acceptable method of placement. Minimum quantity to be provided is 640 tons. Any additional tonnage required to provide the specified length, width, and depth of material is incidental to the Contract.
3. Provide, deliver & place a four-inch (4”) thick (final) layer of CA6 aggregate as a driving surface per Paragraph 402.07 of the IDOT Standard Specifications for Road and Bridge Construction, 2022 edition. Minimum quantity to be provided is 480 tons. Any additional tonnage required to provide the specified length, width, and depth of material is incidental to the Contract.
4. Initial aggregate compaction may be attained via repeated tandem truck travel evenly dispersed along full width and length of improvement. Complete final shaping and trimming of surface with a center crown to promote positive drainage, and final compact with a small smooth-drum roller to the satisfaction of DNR.
5. Work shall be completed at a time of low river levels and dry conditions to minimize potential for levee saturation and pumping of groundwater due to repeated loaded truck traffic.
