About this file

This is a Project Scope Description and Asphalt Shingle Roofing System specification document for a roof replacement project at the Taconic DDSO Facility, a New York State Office for People with Developmental Disabilities property located at 7 Marlin Drive, Brewster, NY 10509. The project requires the complete removal of the existing roof down to the original decking and replacement with new materials, including approximately 23 squares of 30-year architectural shingles in Charcoal color, ice and water shield, synthetic underlayment, metal flashing, ridge vents, and aluminum-wrapped fascia where necessary. The work must be completed within 45 days of award and is subject to New York State prevailing wage requirements. A mandatory site visit is scheduled for June 24, 2026, from 12:00 PM to 1:00 PM, with all estimates due by July 10, 2026. Work hours are restricted to 8:00 AM to 5:00 PM, Monday through Friday, and the residence may be occupied during construction. The contractor must coordinate all activities with the House Director and Plant Superintendent, with the primary point of contact being Ryan Place at 845-763-2959.

The bid price must include all materials, labor, disposal fees, and site cleanup in two parts: the total price for roof tear-off and replacement, and a per-piece price for fascia, aluminum wrapping, and plywood decking if replacements become necessary during execution. Contractors must demonstrate a minimum of five years of residential roofing experience and provide a one-year warranty on workmanship. The asphalt shingle roofing system must meet UL fire resistance and wind resistance ratings and comply with all applicable federal, state, and local building codes and OSHA guidelines. All materials must be from a single manufacturer, with GAF-ELK Materials Corporation products specified as the basis of design, though comparable products from CertainTeed Corporation or Owens Corning are acceptable. The contractor is responsible for any property damage caused during the project, including lawn and driveway damage, and must maintain continuous work until completion with proper communication regarding any weather-related delays.
