About this file

This document is a Sources Sought Market Survey for two School Age Care Center (SACC) replacement construction projects at Camp Foster and Camp McTureous in Okinawa, Japan. The U.S. Army Corps of Engineers Japan District is seeking local construction firms to perform Design-Bid-Build (DBB) projects, with each facility valued between $10-25 million. The projects involve constructing low-rise reinforced concrete structures with functional spaces including lobbies, activity rooms, kitchens, administrative offices, STEM rooms, playgrounds, and cybersecurity-enabled control systems to support elementary school communities.

The market survey requires interested local Japanese construction firms to submit detailed responses by 2:00 PM JST on July 18, 2025, to the Contracting Officer and Contract Specialist. Respondents must provide company information, construction bonding levels, project capabilities, comparable project experience, and insights on potential challenges. The government anticipates issuing separate Invitation for Bids (IFB) solicitations between December 2025 and January 2026, with estimated project performance periods of 540-549 calendar days. Only firms physically located and licensed to conduct construction business in Japan are eligible to participate.
