About this file

This is a Market Survey document for the Federal Aviation Administration (FAA) seeking design-build contractors for a new Air Traffic Control Tower (ATCT) at Hillsboro International Airport in Oregon. The project involves constructing a new 377' tall ATCT with a 650 square foot cab, a 12,200 square foot two-story Base Building, and associated site improvements on a 3.5-acre site, with an estimated cost range of $40-$60 million. The project requires environmental permitting, including wetland mitigation, and must comply with historic preservation requirements related to the existing tower designed by architect I. M. Pei.

Interested vendors must submit responses by 5:00 PM (ET) on 4/14/25 to Robert Higgins, providing company details, business size status, relevant experience, bonding levels, and a statement of capability. Respondents must have an active SAM registration and be capable of completing vertical construction projects valued at minimum $10 million in critical facilities within the past 10 years. The NAICS code for the procurement is 236220 (Building Construction), and the FAA plans to solicit the design-build contract in July/August 2025. Submissions are limited to 10 pages and must be on company letterhead, with any questions due by 4/7/25.

Design-Build (D/B) of the HIO ATCT project at Hillsboro, OR Market Survey (MS) 3/31/25

1. Introduction/Purpose:

The FAA has a potential upcoming requirement for the Design-Build (D/B) of a new HIO ATCT (Air Traffic Control Tower), in Hillsboro, OR. The Hillsboro International Airport (HIO) is a general aviation relief airport owned and operated by the Port of Portland (PoP). HIO primarily serves corporate and civil aviation users in Hillsboro, Oregon. The existing Hillsboro Airport Traffic Control Tower (ATCT) was commissioned in 1966, is a Tier 2, Level 7 facility, and is owned and operated by the Federal Aviation Administration (FAA). Problems with the current ATCT facility include limited space and line of sight issues

The FAA is seeking interested sources that are capable of completing this requirement within the estimated cost range of $40,000,000.00 - $60,000,000.00 range, in accordance with the attached Statement of Work (SOW). This market survey is being conducted in accordance with FAA Acquisition Management System (AMS) Policy section 3.2.1.2.1 Market Analysis.

2. Nature of Competition:

The acquisition strategy for the procurement has not yet been determined at this time; but may be chosen based on market research and responses to this market survey.

The FAA seeks to solicit a design-build contract to design and construct a new ATCT, Base Building and exterior improvements. The contract may include all site work, including storm water management, utilities, landscaping, permitting and possible establishment of compensatory wetlands at a wetland mitigation bank if required.

The location of the proposed replacement ATCT is on airport property, within the airport operations area on the west side of the airfield, approximately 140 yards away from existing ATCT site. The ATCT will be a risk category IV, seismic importance factor 1.5 non-functional tower shaft supporting a cab approximately 650 square feet in size, with an overall height of 377’ AMSL (approximately 174 feet above existing ground surface). The proposed Base Building is anticipated to be 2-story, approximately 12,200 square feet. The proposed site is approximately 3.5 acres in size, shaped like an arrow. The proposed tower will facilitate a safe operating environment for aeronautical activity at Hillsboro International Airport well into the future. This site provides the best possible available location for visibility of airport traffic control. Solicitation of design build contract is contemplated on or about July/August 2025.

The site contains some low-quality wetlands per the National Wetland Inventory Maps. The FAA is submitting a new wetland delineation for jurisdictional determination with the US Army Corp of Engineers and the State of Oregon, Department of State Lands. We do not have a determination from these agencies yet but expect to have something prior to the design progressing beyond a PPD (10%) level.

The area has two wetland mitigation banks with available space currently. Compensatory wetland mitigation for the impacted wetlands will be at one of the wetland mitigation banks.

As part of the land use/building process, permits and certification are required, including a United States Army Corps of Engineers (USACE) Clean Water Act Section 404 individual Permit, a State of Oregon Department of State Lands (DSL) removal-fill permit, Oregon Department of Environmental Quality Section 401 Water Quality Certification, Clean Water Services service provider letter and Clean Water Services and City of Hillsboro review and approval of stormwater design plans.

The existing ATCT was designed by Master architect I. M. Pei and is being evaluated and expected to be eligible for listing in the National Register of Historic Places (NRHP). In compliance with Section 106 of the National Historic Preservation Act (NHPA), assessment of the site with the State Historic Preservation Office (SHPO), Advisory Council on Historic Preservation (ACHP) and any other applicable consulting parties, and subsequent implementation of the agreed upon resolution will be required as part of this project. For example, resolution may entail installing a display about I. M. Pei and the tower’s historical impact. The location of the display has not currently been determined, but typically the display is in a public area such as an airport terminal
