About this file
This document is a Statement of Work (SOW) for the Hillsboro International Airport (HIO) Air Traffic Control Tower (ATCT) replacement project. The Federal Aviation Administration (FAA) intends to solicit a design-build contract to construct a new ATCT and Base Building on airport property in Hillsboro, Oregon. The project involves designing and constructing a risk category IV tower approximately 377' AMSL (174 feet above ground), with a 650-square-foot cab and a 2-story, 14,500-square-foot Base Building on a 3.5-acre site. The new facility will replace the existing 1966 ATCT, which has limited space and line of sight issues.
The project requires multiple environmental and historical preservation permits, including USACE Clean Water Act Section 404 permit, Oregon Department of State Lands removal-fill permit, and environmental quality certifications. The site contains low-quality wetlands, and compensatory mitigation will be conducted at a local wetland mitigation bank. Additionally, the existing ATCT, designed by architect I. M. Pei, is expected to be eligible for the National Register of Historic Places, requiring consultation with the State Historic Preservation Office and potential historical documentation. The procurement of the design-build contract is targeted for August 2025, with design and construction to follow.

HIO ATCT
Hillsboro, OR
SOW (Scope of Work):
1/22/2025
Background
Hillsboro International Airport (HIO) is a general aviation relief airport owned and operated by the Port of Portland (PoP). HIO primarily serves corporate and civil aviation users in Hillsboro, Oregon. The existing Hillsboro Airport Traffic Control Tower (ATCT) was commissioned in 1966, is a Tier 2, Level 7 facility, and is owned and operated by the Federal Aviation Administration (FAA). Problems with the current ATCT facility include limited space and line of sight issues.
Proposed Action
The FAA intends to solicit a design-build contract to design and construct a new ATCT, Base Building and exterior improvements. The contract will include all site work, including storm water management, utilities, landscaping, permitting and possible establishment of compensatory wetlands at a wetland mitigation bank if required.
The location of the proposed replacement ATCT is on airport property, within the airport operations area on the west side of the airfield, approximately 140 yards away from existing ATCT site. The ATCT will be a risk category IV, seismic importance factor 1.5 non-functional tower shaft supporting a cab approximately 650 square feet in size, with an overall height of 377’ AMSL (approximately 174 feet above existing ground surface). The proposed Base Building is anticipated to be 2-story, approximately 14,500 square feet. The proposed site is approximately 3.5 acres in size, shaped like an arrow. The proposed tower will facilitate a safe operating environment for aeronautical activity at Hillsboro International Airport well into the future. This site provides the best possible available location for visibility of airport traffic control. Procurement of design build contract is targeted for August 2025, with design and construction to follow.
The site contains some low-quality wetlands per the National Wetland Inventory Maps. The FAA is submitting a new wetland delineation for jurisdictional determination with the US Army Corp of Engineers and the State of Oregon, Department of State Lands. We do not have a determination from these agencies yet but expect to have something prior to the design progressing beyond a PPD (10%) level.
The area has two wetland mitigation banks with available space currently. Compensatory wetland mitigation for the impacted wetlands will be at one of the wetland mitigation banks.
As part of the land use/building process, permits and certification are required, including a United States Army Corps of Engineers (USACE) Clean Water Act Section 404 individual Permit, a State of Oregon Department of State Lands (DSL) removal-fill permit, Oregon Department of Environmental Quality Section 401 Water Quality Certification, Clean Water Services service provider letter and Clean Water Services and City of Hillsboro review and approval of stormwater design plans.
The existing ATCT was designed by Master architect I. M. Pei and is being evaluated and expected to be eligible for listing in the National Register of Historic Places (NRHP). In compliance with Section 106 of the National Historic Preservation Act (NHPA), assessment of the site with the State Historic Preservation Office (SHPO), Advisory Council on Historic Preservation (ACHP) and any other applicable consulting parties, and subsequent implementation of the agreed upon resolution will be required as part of this project. For example, resolution may entail installing a display about I. M. Pei and the tower’s historical impact. The location of the display has not currently been determined, but typically the display is in a public area such as an airport terminal.
