About this file

This is a Market Research questionnaire issued by Defense Logistics Agency (DLA) Troop Support for fresh bread and bakery products serving Department of Defense (DoD) military installations in the El Paso, Texas zones. The government is seeking feedback from potential vendors on contract requirements that will be resolicited. Two contract options are being evaluated: a 3-year maximum contract with an 18-month initial period of performance valued at $365,253.23 for the period and $1,826,266.13 total, or a 5-year maximum contract with one 24-month tier and two 18-month tiers valued at $487,004.30 per 24-month period and $3,043,776.88 total. Responses must be submitted by June 8, 2026 at 7:00 PM Eastern Standard Time to Alexis Adams (Alexis.Adams@dla.mil) and Jennifer DeLange (Jennifer.DeLange@dla.mil). Two supporting Excel attachments detail troop-estimated usage for a 12-month period and proposed delivery points.

The questionnaire contains six questions addressing vendor capacity and interest, including capability to service all customers, minimum dollar delivery requirements, full product line manufacturing, federal government experience, and registration requirements in SAM.GOV, PACA licensing, and DIBBS. The survey also solicits feedback on contract feasibility, geographic zone layout, subcontracting needs, and small business participation and procurement percentages. Additional inquiries focus on contract length modifications to encourage competition, corporate responsibility plans, small business promotion efforts, subcontracting barriers, and potential business practices to create small business opportunities. The document establishes that small businesses are defined as having fewer than 1,000 employees and requests identification of any additional barriers to conducting business with DLA Troop Support.
