About this file
This is a Market Research Questionnaire for fresh bread and bakery products procurement for Department of War (DoW) Troop customers in the Colorado and Wyoming zones.
The government is conducting market research to gather vendor feedback on a potential long-term contract for fresh bread and bakery product delivery to all troops in the specified zones. Two contract term options are presented: (1) an 18-month initial period with a 3-year maximum contract value of $572,207.93 (two 18-month tiers), or (2) a 24-month initial period with a 5-year maximum contract value of $953,679.88 (one 24-month tier and two 18-month tiers). Two supporting attachments provide troop estimated usage data for a 12-month period and a comprehensive list of all proposed delivery points across both zones.
The questionnaire requests vendor responses to six primary questions addressing: (1) interest in bidding for all customers and preferred contract length, minimum dollar delivery requirements, current manufacturing capability, federal government experience, SAM.GOV and PACA license registration status, and business size classification; (2) feasibility feedback on the two-zone layout and any geographic limitations; (3) recommendations for requirement modifications to encourage vendor participation and contract length viability; (4) small business goals including corporate responsibility plans, small business promotion efforts, subcontracting barriers, and potential mechanisms to facilitate small business participation; (5) other barriers to doing business with DLA Troop Support; and (6) additional company information relevant to serving all listed customers. All responses must be submitted by email to Nicole Blake and Jennifer DeLange at DLA by June 08, 2026 at 7:00 PM Eastern Standard Time.
