About this file

This document is a Market Research Survey for Army Service Dress Oxford Shoes (Men's and Women's) issued by the Defense Logistics Agency (DLA) Troop Support Clothing and Textiles. The survey seeks information from potential manufacturers about their capabilities to produce AGSU (Army Green Service Uniform) dress shoes with Product Group Codes 03896 (Men's) and 03897 (Women's). The procurement involves estimated quantities of 223,320 pairs annually across three one-year ordering periods, with a minimum order quantity of 55,830 pairs and a maximum contract quantity of 1,004,940 pairs.

Key requirements include a production lead time of 180 days for first delivery and 150 days for subsequent orders, delivery to Travis Association for the Blind in Austin, TX, and Berry Amendment compliance for domestic manufacturing. The survey requests detailed information from potential vendors, including business size, manufacturing capabilities, pricing for each tier period, potential subcontracting arrangements, raw material availability, and production constraints. Responses are due by 3:00 PM EST and should be submitted to Karen M. Johnson via email. This is explicitly noted as a market research survey, not a formal solicitation, and is intended to help DLA Troop Support determine an acquisition strategy for military footwear.
