About this file
This is a Market Research Questionnaire for the Simplified Acquisition of Base Engineering Requirements (SABER) IDIQ contract at Dyess Air Force Base, Texas. The United States Air Force is conducting market research to refine requirements for an ongoing construction Indefinite Delivery, Indefinite Quantity (IDIQ) contract with individual task orders of minimal scope (exceeding $250,000) and complexity. The questionnaire deadline is 9:00 AM CST on 23 May 2026, with inquiries directed to TSgt Marshal Khinno or Traci Hughes.
Respondents must provide business entity information including company name, address, contact details, CAGE code, and NAICS Code 236220 (commercial and institutional building construction). Companies should indicate small business status across multiple categories including Small Business, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business, 8(a) Certified, HUBZone Certified, and Service-Disabled Veteran-Owned Small Business designations. Technical questions address company capabilities, quality assurance practices, resources for simultaneous task orders, in-house versus subcontracted work experience, supply chain management for temporary restroom requirements (2:1 replacement ratio for occupied facility renovations), experience with DoD security constraints in restricted areas, superintendent workload management (capped at five concurrent task orders per individual), and in-house architectural/engineering design capabilities versus teaming arrangements. The questionnaire requests industry feedback on Statement of Work modifications, commercial best practices, and alternative approaches to streamline execution, reduce administrative burden, and lower costs. Participation is voluntary with no government reimbursement of expenses.

Technical Questions:
1. Please give a brief explanation of your company’s capabilities (i.e., engineering capabilities, size of available facilities, etc.).
2. What are the quality assurances your company utilizes in its design, construction, and inspection practices?
3. Does your company have the resources and management structure for simultaneous construction task orders?
4. Does your company have experience performing the majority of this type of work in-house, as opposed to subcontracting out the work?
5. For occupied facility renovations, the Government plans to require a 2:1 replacement ratio for temporary restrooms (e.g., port-a-potties) when existing facilities are taken offline. Are there any foreseeable supply chain or execution issues with this standard?
6. Work at Dyess AFB frequently involves operations in Restricted Areas requiring strict escort protocols and Entry Authorization Lists (EALs). Please describe your experience managing construction schedules and workforce productivity under heavy DoD security constraints.
7. The SoW caps a single superintendent's workload at five (5) concurrent task orders.
How does your firm plan to recruit, manage, and retain sufficient qualified onsite supervision to meet this requirement without delaying concurrent task orders?
8. The Government utilizes a 'Proposal Development Fee' (Design Fee) structure where the contractor is responsible for producing task order designs (up to 35% or higher).
Does your firm utilize in-house architectural/engineering (A-E) design staff, or do you rely on teaming agreements/subcontractors for design work?
Industry Feedback & SoW Streamlining
1. Based on your review of the draft Statement of Work (SoW), what specific modifications, commercial best practices, or alternative approaches would you recommend to streamline task order execution, reduce administrative burden, or lower overall costs to the Government? (Note: The Government will review all suggestions to refine the final requirement, but is under no obligation to adopt or implement any submitted recommendations).
