About this file
This is a Request for Information (RFI) issued by the Office of Management and Budget's Made in America Office (MIAO) to support domestic sourcing determinations under the Buy American Act and Executive Order 14005. The RFI is not a solicitation and does not commit the Government to contract; responses are voluntary and used for planning purposes only. MIAO seeks to establish a centralized, scalable capability that enables Federal procurement officials and grant recipients to efficiently identify domestic manufacturers and suppliers, support waiver review determinations with traceable documentation, and reduce compliance burden while increasing accuracy and defensibility of domestic sourcing decisions.
The anticipated solution comprises four phased efforts: Phase 1 involves identifying and gathering structured and unstructured market data from external and Federal sources into a central data lake; Phase 2 focuses on developing data governance policies and applying ontologies to characterize supplier relationships and statutory requirements; Phase 3 utilizes generative or agentic artificial intelligence for user interface; and Phase 4 extracts market research insights with probabilities and verification suggestions. Solutions must be modular, scalable, capable of API-based integration with existing Federal systems (FPDS, SAM.gov, agency contract writing systems), and address data governance, security, traceability for Inspector General oversight, confidential data protection, and continuous updating mechanisms. Interested parties must submit written responses not exceeding 10 pages in Microsoft Word format by 11:00 am ET on Wednesday, March 25, 2026, to Salman.Shahid@oa.eop.gov and Franky.M.Awuvey@oa.eop.gov. The RFI seeks industry input on technology architecture, data sources, security safeguards, continuous updating approaches, and licensing models suitable for Federal Government use.

REQUEST FOR INFORMATION (RFI)
MADE IN AMERICA MARKET RESEARCH HUB
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A
REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME.
1. AUTHORITY
This initiative supports statutory domestic preference requirements including the Buy American Act (41 U.S.C. § § 8301-8305) and E.O. 14005 Ensuring the Future is Made in All of America by All of America’s Workers.
The objective is to strengthen compliance, transparency, and analytic capability across Federal procurement and Federal financial assistance programs.
2. DESCRIPTION
The Office of Management and Budget’s Made in America Office (MIAO) is exploring options to establish a centralized, scalable capability to support domestic sourcing determinations across Federal procurement and Federal financial assistance programs.
Federal agency procurement officials and recipients of Federal financial assistance grants perform market research for two (2) main reasons: (a) to identify a domestically manufactured product in compliance with Made in America laws, or (b) to verify that a domestic product is not available to justify a waiver from Made in America laws. Agencies and grantees currently utilize a wide range of market research methods, such as time-consuming phone calls to manufacturers, costly commercial market research platform licenses, and broad web searches that often result in out-of-date or incomplete results.
There is a clear need to provide Federal procurement officers and grantees a single, trusted, and continuously updated data source to help identify domestic products efficiently and effectively.
This effort seeks to improve the consistency, defensibility and efficiency of market research processes.
3. VISION
Federal procurement officials and grant recipients should be able to:
Reduce duplicative and burdensome market research
Quickly and accurately identify domestic manufacturers by product category
As a result, desired outcomes are:
Increased Federal spending on American rather than foreign products
Increased Federal agency compliance with Made in America laws
The long-term vision is to integrate this capability into the broader Federal acquisition and financial assistance ecosystem.
4. OBJECTIVE
The desired solution is a standardized, continuously updated dataset and analytic capability that enables agencies to:
a) Identify domestic manufacturers and suppliers by category;
b) Support waiver review determinations with traceable documentation; and
c) Reduce compliance burden while increasing the accuracy and defensibility of domestic sourcing determinations.
d) The objective is not merely data aggregation, but to create sustainable infrastructure that improves compliance government-wide.
A core objective of this effort is to reduce duplicative market research and compliance burden across agencies while improving consistency of domestic sourcing determinations.
5. SCOPE OF EFFORT
The anticipated scope of effort is laid out below. These phases are subject to change based on the path forward for development as a result of this RFI.
Phase 1: Data Identification and Gathering. Identify and gather structured and unstructured market data sources from outside the Federal government. Integrate these with structured and unstructured data from within the Federal government (i.e., historical procurement, agency-submitted waivers) into a central data lake.
Phase 2: Data Governance and Contextualization. Develop governance policies to regulate and manage data. Apply ontologies to accurately characterize data relationships between suppliers and across specific statutory domestic content requirements.
Phase 3: Artificial Intelligence (AI) Layer. Utilize generative and/or agentic AI to easily interface between data and users.
Phase 4: Reporting and Analytics. Extract insights from market research data, such as a report that identifies American-made products with probabilities and suggestions for verification. Ability to integrate and scale advanced analytics capabilities in future phases.
Any potential solution should be modular and scalable, capable of expansion across procurement and financial assistance contexts as policy requirements evolve.
6. SYSTEM INTEROPERABILITY
Solutions of interest should be capable of integration with existing Federal procurement and grants systems, including but not limited to the Federal Procurement Data System (FPDS), www.SAM.gov, and agency contract writing or grants management systems.
Application Programming Interface (API) based or structured data exchange capabilities are strongly preferred to enable scalability and long-term sustainability.
7. DATA GOVERNANCE AND SECURITY
Solutions should enable:
a) Traceability and auditability sufficient to support waiver review and Inspector General oversight;
b) Clear documentation of data sources and validation methodologies;
c) Secure handling of confidential, proprietary, or national security-sensitive information; and
d) Mechanisms for continuous updating to reflect evolving manufacturing landscapes.
Respondents are encouraged to describe proposed data ownership structures, licensing terms, and any restrictions on Government use of aggregated data.
8. USER STORIES
Illustrative use cases include:
a) An agency procurement official can quickly and easily identify a domestically manufactured product, or verify that no domestic suppliers exist.
b) A state or local recipient of Federal grant funding can quickly and easily identify a domestically manufactured product, or verify that no domestic suppliers exist.
c) A MIAO staff member can quickly and easily verify an agency’s market research submitted through a waiver.
9. QUESTIONS FOR INDUSTRY
MIAO seeks input on the following:
Technology Architecture What technical approaches are recommended for aggregating and maintaining large, disparate manufacturing datasets?
What methodologies are most effective for ensuring data quality, verification, and validation?
What level of effort and resources would be required to achieve these technical solutions?
Data Sources What commercially available data sources could enhance existing Federal data?
How should structured and unstructured data be harmonized?
Security In addition to government security requirements, what additional safeguards are recommended for protecting business confidential or sensitive data?
Updates and Sustainability What approaches ensure continuous updating and scalability over time, given the rapidly-evolving nature of manufacturing data?
Licensing and Access What licensing models are typical for solutions of this nature within the Federal
Government or in the private sector?
10. CONSIDERATIONS
To the extent possible, the MIAO is seeking to leverage existing technology solutions that could be leveraged by the Federal government rather than developing a custom solution.
The success of any solution will depend on the quality, relevance, and sustainability of underlying data sources, as well as the ability to integrate with existing Federal systems.
This initiative is not intended to duplicate, replace, or conflict with existing Federal procurement, grants management, or market research platforms. Rather, it is intended to complement existing systems by enhancing visibility into domestic manufacturing capacity and supply chain data relevant to statutory Made in America requirements.
The Government has not made a determination regarding the appropriate technical approach or acquisition strategy, if any. Responses will inform future planning decisions.
The Government welcomes responses from interested parties to include small businesses and innovative commercial providers with relevant capabilities.
