About this file
This is a Notice to Bidders issued by the North Carolina Department of Adult Correction, Division of Engineering, Construction, and Maintenance, for the Marion Correctional Institution Roof Replacement Project (SCO ID#: 25-29271-01A). The project encompasses selective demolition and replacement of the existing low-sloped ballasted EPDM roof system with a new two-ply modified bitumen membrane system across all roof areas, including the Gatehouse, Main Administrative Areas, and Dormitories at Marion Correctional Institution located in Marion, North Carolina. Sealed proposals will be received until 10:00 AM on June 25, 2026, at the North Carolina Department of Adult Correction DECM office in Raleigh. A mandatory pre-bid meeting will be held on June 9, 2026, at 10:00 AM at Marion Correctional Institution (355 Old Glenwood Road, Marion, NC 28752), with failure to attend disqualifying bidders from participation. Complete plans and specifications are available for inspection at multiple locations, including online plan rooms through ConstructConnect/iSqFt, Dodge Construction Network, and various minority plan rooms, as well as electronically at no cost via email request to the designer (tim@atlasnc.com). Hardcopy documents require a one-hundred-dollar deposit, refundable upon return of documents within ten days after the bid date; this deposit is waived for pre-bid meeting attendees.
Bids are to be submitted as lump sum proposals for a single prime contract and must be accompanied by either a cash deposit or certified check equal to five percent of the proposal amount, or alternatively, a five percent bid bond from a North Carolina-licensed surety company. Performance and payment bonds equal to one hundred percent of the contract price will be required. Payment will be made based on ninety-five percent of monthly estimates with final payment upon completion and acceptance of work. Bidders must hold an Unlimited general contractor license classification as required by North Carolina General Statutes Chapter 87, Article 1; however, contractors properly licensed under G.S. 87-Arts 2 and 4 (Plumbing, Mechanical, and Electrical) may bid as the single prime contractor if the general construction value does not exceed twenty-five percent of total construction value. Bidders are required to include with their proposals the Identification of Minority Business Participation form with either Affidavit A or Affidavit B as applicable, and failure to complete these forms is grounds for bid rejection. No bid may be withdrawn for sixty days after the scheduled closing time. The North Carolina Department of Adult Correction reserves the right to reject any or all bids and to waive informalities. The project designer is Atlas Engineering, Inc. (Tim Ford, PE; 919-420-7676).
