This is a pre-bid meeting document from the City of Long Beach, Public Works Department, for a construction contract to provide electrical infrastructure improvements at Marine Stadium. The project consists of installing utility-owned high-voltage service delivery infrastructure to the Marine Stadium parking lot adjacent to Paoli Way (5255 E Paoli Way, Long Beach, CA 90803) to support new service for existing structures. Specific work includes installing new transformers and switchgear at three specified locations, removing existing transformers, and constructing new low-voltage power distribution systems. The engineer's estimate is $1.2 million with a project duration of 120 calendar days. The mandatory pre-bid conference was held virtually on October 21, 2026 at 10:00 A.M., with attendance sign-in required by 5:00 P.M. the same day via email to Raquel Tran (Capital Projects Coordinator). Bids are due electronically through Long Beach Buys on November 18, 2026 at 10:00 A.M., with an estimated council award in early 2027. Requests for Information (RFI) and Item Equivalency Requests must be submitted by November 4, 2026 at 5:00 P.M.
Bidders must possess a California Class A and C-10 contractor's license and provide 10% bid security. A 20% self-performance requirement applies to the prime contractor. Bid bonds must be submitted in original, notarized form to the City Clerk before the bid deadline, with copies uploaded to Long Beach Buys. The project is subject to State of California Prevailing Wage regulations (Labor Code § 1720) with prevailing wage rate 2026-2, and all contractors and subcontractors must be registered with the Department of Industrial Relations (DIR). Apprenticeship requirements apply per Labor Code § 1777.5 (1 hour apprentice work per 5 hours journeyman work minimum). The project is subject to a Project Labor Agreement (PLA) allowing both union and non-union contractors to bid, with non-union core workforce available on a 1:1 ratio per craft. PLA requirements include 40% local resident hiring (Tier 3 zip codes only, as this is a Tideland Funded Project), 10% transitional workers and/or veterans, and a 30% apprentice goal per craft. Certified payroll records must be submitted weekly via LCPtracker and the DIR portal, except for PLA-covered contracts. A labor compliance consultant will be assigned to monitor the project, and labor compliance withholding applies for noncompliance with payroll documentation requests. A jobs coordinator is required for all PLA projects.
