About this file
This document is an inspection memorandum from a civil engineering firm regarding the condition of the roof and support piles at the Hopewell Marina in Hopewell, Virginia. The inspection found that approximately 60% of the boat shed's roof support piles have some form of distress, deterioration, and/or loss of plumb. The roof cover has also been significantly compromised and is largely non-functional. The memorandum recommends evaluating the long-term plan and budget for the facility, as installing a new roof on the currently distressed support system would only be a temporary fix.
This inspection memorandum is related to IFB# 17-25 issued by the City of Hopewell, a local government in the Commonwealth of Virginia, seeking a qualified contractor to complete repairs and roof replacement on the Hopewell City Marina L Dock located at 1051 Riverside Ave. The contract will be for the scope of work outlined in the IFB documents.

RE: ROOF AND PIER SUPPORT P]LES
HOPEWELL MARI:\TA
CITY OF HOPEW.ELL, V]RGINIA
Issue/Task: Provide site inspection of the current condition of the western boat shed at the HopeweJ"l Marina. The subject structure is approximately 100'x 140' providing roof cove:r to sj-xteen boat slips and access walkways/pier fines.
Findings: We made a site previous site inspection in March 2018 to evaluation and offer potential repair options for the damaged support. pi1es. It is our understand.ing several of the most severely damaged pi.Les had secondary metaL brackets instafled.
However, it remains than approximately 608 of the boat shed,s roof support piles have some form of disEress. The distress is present in the form of deteriorati-on/damage and/or significantllr esg of pJ-umb. The damaged. and deterioration is largely confined to the area at or slightly above the water fine. The plumbness of the piles is most apparent at the connections between the piles and roof framing system.
The current concern of i.he roof cover is poor. The roof cover has been significantly compromised via deterioration and apparent hail-storm damage. Based on our observation the roof cover is mostl-y non-functional (see attached photo). fhe current condition of the exj-sting roof framing is questionable. However, the lack of a functioning cover wil-l- accelerate the deterioration of the roof framing system.
There was discussion of replacing the roof cover on1y. We believe that is woul-d be costly and only a short-term remedy. Install-ation of a new roof on questionable roof framing and a currently distressed pile support system is akin to putting a Band-Aid on gangrene.
It is our opinion, that the time has come, for a decision on the future of the facility.
As presented in our previous report, pi1e system stabilization can be accomplish but only addresses the support system and not the roof connections and potential deteriorated roof f:=aming and cover.
As stated, a decisic,n on how the facil:lty is util-ized shoul-d be made. With the roof cover compromised, open slips may be an option (i.e. remove the roof system). This woul-d l-essen the Load requirements on t.he piles and potentj-aIIy be the first step in a total- rebuilcl.
We recommend that ir.n evaluation of l:he long-term plan and budgetary concerns for this boat slip be made.
