The RFP seeks proposals for a comprehensive website refresh that consolidates multiple existing sites into two primary platforms—one for Marathon County and one for the City of Wausau—while maintaining all specified content including historical documentation, agendas, minutes, forms, pictures, and videos in compliance with open records laws. The project encompasses seven websites totaling approximately 1,276 pages and 24 GB of storage across both entities. The RFP was released on September 16, 2021, with proposals due by 4:00 p.m. CDT on Friday, October 15, 2021. The evaluation period was scheduled for October 18-29, 2021, followed by contract negotiation November 8-22, 2021, and contract execution on December 6, 2021. The payment structure limits upfront license costs to no more than 20% of the total license fee, with a 30% final payment withheld until Final Acceptance and the remaining payments distributed across project milestones. Annual software maintenance increases are capped at CPI+1% over the previous year, with first-year maintenance included in the contract. Offerors must provide at least three customer references, detailed cost itemization covering software licensing, site configuration, data conversion, training, annual support and maintenance, and customizations, and must identify any RFP exceptions clearly.
