1. ABSTRACT: The intent of this contract is to perform a Multi-Beam survey of
Maritime Administrations (MARAD) Lay-Berth Facility.
2. GENERAL SPECIFICATIONS:
2.1 The contractor shall furnishing all personnel, plant, equipment, materials, supplies and travel necessary to perform the required survey tasks.
2.2 The work consists of, obtaining a Multi-Beam hydrographic survey at
MARAD’s Lay-Berth Facility.
2.3 The contractor shall deliver complete, reduced, reproducible field notes, computer aided design and drafting (CADD) data, and XYZ ASCII data in accordance with the terms and conditions of the contract.
2.4 The contractor shall depict the survey information on plan view and cross section drawings in hard copy and electronic file formats.
3. LOCATION:
3.1 LOCATION – Beaumont Lay-berth Facility, 5320 Church House Road Orange, Texas 77630.
4. REFERENCES:
4.1 EM 1110-2-1003 Hydrographic Surveying
4.2 EM 1110-1-1003 Navstar GPS Surveying
5. GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES:
5.1 EQUIPMENT: None
5.2 MATERIALS:
5.2.1 Dredge Prism Drawing
5.2.2 Last survey completed of the MARAD Lay-Berth area.
5.3 SERVICES: None
6. STATEMENT OF WORK:
6.1 The contactor shall use GPS in conjunction with various hardware and software such as HYPACK to perform a hydrographic survey of MARAD’s Lay-Berth Facility from station 0+00 to station 58+00.
6.2 The contactor shall provide a survey boat equipped with sufficient conventional and automated equipment to collect multi-beam data.
6.3 Horizontal positioning shall be obtained utilizing Real Time Kinematic.
6.4 Depth measurements shall be obtained utilizing a Multi-Beam which operates at a high frequency. The sonar will be operated and survey lines run in a manner to achieve 100% survey coverage and a sounding density exceeding three sounding per square foot. Bathymetric data will be gridded into a 1 x 1 data set and delivered in x,y,z ASCII file, and the data will be sufficient to generate 1 foot contours. Surveys will conform to the latest version of the USACE Hydrographic Survey Manual EM 1110‐2‐1003. On site equipment calibrations shall include but not be limited to: position checks, sound velocity casts, MBES patch test system calibrations, and bar checks. The system should also utilize a motion sensor such as a T.S.S DMS05 monitor sensor.
The Multi-Beam system shall be calibrated for speed of sound in the water column at the site using an acoustic velocimeter.
6.5 The contactor shall process/edit all multi-beam hydrographic survey data and provide the results from the generation of terrain models in 2D and 3D modes.
6.6 The contactor shall provide plan view drawings showing the channel stationing and dimensions with water depths referenced in Mean Lower Low Water (MLLW).
6.7 Provide PDF format plan view drawings showing the channel centerline alignment and stationing at 100’ intervals including all PC’s and PT’s.
6.8 Provide PDF format profile view cross-section drawings showing the channel centerline alignment and stationing at 50’ intervals including all PC’s and PT’s with water depths referenced in Mean Lower Low Water (MLLW) and Mean Low Tide (MLT).
6.9 The contactor shall provide a survey report summarizing the work in digital and hard copy formats. The report shall also include a description of the work, equipment, datum’s used, project conditions, results, and products delivered.
6.10 All horizontal control is to be referenced to the Texas State Plane Grid Coordinate System, South or South Central Zone, North American Datum, NAD 1983.
6.11 Vertical control shall be Mean Lower Low Water (MLLW).
6.12 Registered Professional Land Surveyor signature.
6.13 After the survey is completed and all data is compiled a comparison of the survey to the last survey performed, identifying the amount of silting that has taken place between the two surveys. The BRF will supply the last hydrographic Survey that is needed to compare.
7. DELIVERABLES:
7.1 Upon delivery the contractor shall provide two hard copies in PDF format and two digital copies in PDF format of reports and processed data.
7.2 Provide PDF format plan view drawings showing the channel centerline alignment and stationing at 100’ intervals including all PC’s and PT’s.
7.3 Provide PDF format profile view cross-section drawings showing the channel centerline alignment and stationing at 50’ intervals including all PC’s and PT’s.
7.4 ASCII/CSV points files of bathymetric points.
7.5 Gridded sounding set at 1x1 FT
7.6 Imagery of Multibeam data surface in geo‐referenced TIF format (TIF/TFW).
7.7 PDF of CADD drawing with Multibeam TIF image
