About this file
This document is an Addendum to the Invitation for Bids (IFB) issued by the Metropolitan Area Planning Council (MAPC) for fresh produce to be supplied to participating school districts in Eastern Massachusetts. The IFB is being solicited in partnership with over 30 cities, towns, and school districts, including Acton-Boxborough, Andover, Arlington, and others. The IFB seeks bids from qualified vendors to supply and deliver the specified fruits and vegetables. The addendum addresses two missing requirements related to subcontracting with small, minority, women's, and veteran's businesses, as well as providing monthly spend reports for New England grown items. Additionally, the addendum clarifies that the $0.50 per case contract administration fee is to be included in the vendors' bid pricing.
The IFB has a due date of June 20, 2024, and the contract term is for one year with the potential for renewal. Vendors are encouraged to work with small, minority, women's, and veteran's businesses as part of a state initiative to support their participation in municipal purchasing. The contract administration fee of $0.50 per case sold is to be included in the vendors' bid pricing and reported to MAPC on a monthly basis.

Addendum 2
Issued 6/20/2024
Q: The document labeled 8 Minimum Quality Requirements (that actually contains 14 requirements) is missing the following 2 of the 16 listed requirements from pages 26 and 27.
How would you like these addressed? Should they be added manually to the 8 Minimum Quality Requirements form?
• "Agrees that they will subcontract where possible with small and minority businesses and women's and veteran's business enterprises."
• "Agrees to provide monthly spend reports for all New England grown items to MAPC and participating districts within five (5) days of the end of the previous month that includes account name, account code, product code, product description, UOM, farm name, farm location, (town or county and state), quantity sold, and total sale for all items purchased, contracted or otherwise, by each participating district."
A: The number 8 referenced in the Minimum Quality Requirements section of the IFB refers to the section number of the document as outlined in the table of contents. It does not refer to the number of requirements. Regarding the 2 requirements identified as missing:
• The bullet concerning small, veteran’s, minority, and women owned businesses is not a minimum quality requirement. It is a suggestion meant to encourage vendors to work with those businesses as part of a state initiative to support their participation in the municipal purchasing sphere.
• The bullet quoted regarding reports concerning New England grown items is covered by the following bulleted item in the Minimum Quality Requirements section of the IFB: “▪ Agrees to provide monthly spend reports to MAPC within five (5) days of the end of the previous month that include district, account name, account code, transaction date, invoice number, product number, product description, UOM, quantity sold, total sale, and price per UOM for all items purchased, contracted or otherwise, by all participating districts.”
The form remains unchanged.
Q: Regarding 6.15 Admin Fees, can you confirm or correct me as to the price I am submitting now as including or not including the fee?
A: Per section 6.15 Contract Administration Reporting and Fees:
“The Contracted Vendor will be required to pay a contract administration fee of $0.50 cents for every case, including split cases, sold under the contract. The Contracted Vendor will be required to report the amount of cases sold under the contract to MAPC on a monthly basis.
MAPC will invoice the Contracted Vendor for what they owe based on these reports twice during the term of the contract, December 31 and June 30, after which payment of the Contract
Administration Fee is due from the Vendor to MAPC within 30 days of invoicing.”
Vendors are meant to price their bid items with the foreknowledge that an administration fee will be assessed per the guidelines provided in the IFB document and referenced above.
