About this file
This document is a comprehensive Q&A compilation from three webinars regarding the Manufacturing in America E2G (Empower to Grow) Grant Initiative administered by the Small Business Administration (SBA). The SBA is offering up to $50 million in grants distributed among up to 10 eligible applicant organizations, with individual awards up to $5 million. Eligible applicants must be for-profit or not-for-profit entities (including small businesses, educational institutions, and trade associations) that have operated continuously for at least three years and demonstrated experience providing hands-on, in-person technical assistance or training to small manufacturing businesses on a regional or national basis. The SBA does not envision subawards to partnering organizations; instead, partners must execute the technical proposal jointly, with no more than 49 percent of award funds expended on contractor or consultant costs. The award period is fixed at 12 months with a start date within 30 days of award notification, with no cost extensions available. Grant recipients must spend the full awarded amount during the performance period and submit quarterly financial reports. The SBA anticipated issuing awards by the end of July but no later than the end of August (as of the webinar dates).
Applicants must submit all materials electronically via Grants.gov and include a technical proposal (maximum 15 pages, plus non-counted cover letter and table of contents), budget forms (SF-424, SF-424A, and Attachments A-9 through A-12), and supporting documentation including résumés, organizational charts, last three years of Single Audit reports or audited financial statements, and cost policy statements. Training must focus on hands-on, in-person technical assistance and manufacturing-related skills for eligible small manufacturing firms in industries including aerospace, shipbuilding, rail equipment, mining, industrial machinery, construction equipment, metal fabrication, electrical equipment, food processing, medical and precision manufacturing, advanced manufacturing, and robotics. All training services must be provided free of charge. The cost reimbursement structure provides advanced payments with quarterly financial reporting. Applicants are evaluated on organizational experience, project management, project design, collaboration, ability to reach target markets, proposed training methodologies, and measurable outcomes. The NOFO specifies that 501(c)(3) nonprofit organizations are eligible, while 501(c)(4) organizations are not, and automatic ineligibility factors include outstanding federal financial obligations, suspension or debarment, bankruptcy within five years, prior SBA E2G grant termination for cause, and proposed pass-through structures.

QUESTIONS & ANSWERS FROM THIRD WEBINAR
Question: If our organization has proven, hands-on training helping small manufacturers adopt automation, but is not a Manufacturing Extension Partnership or something similar, and has no experience targeting eligible firms for Empower to Grow (“E2G”), are we best off contracting under a MEP? In other words, will the ability, history, and facilities to reach eligible firms weigh heavily on the Grant review process?
Answer: Yes. A timely, complete application received from eligible organizations will be evaluated in accordance with their organizational experience and capacity, project management, project design, collaboration and leveraging resources, and ability to reach special target markets.
See Section 5.0 of the Notice of Funding Opportunity for more detailed information about each of these five criteria.
Question: Can technical assistance and incumbent worker training provided directly to existing employees of small manufacturers count toward program outcomes?
Answer: Applicants will be evaluated on their proposed approach for providing hands-on, in-person manufacturing training and technical assistance; their proposed methodology for evaluating and assessing the effectiveness and impact of their technical support; and the expected measurable outcomes and objectives proposed. Innovation and creativity in providing training assistance to E2G-eligible firms are strongly desired. Applicants must describe in detail the proposed technical assistance delivery methods and products, implementation of stated methods and products, and measurable evaluation criteria for the respective methods and products.
Question: Is a Workforce Development Consortium/Area eligible to apply?
Answer: The purpose of this Funding Opportunity Announcement is to invite proposals for funding from established organizations interested in providing innovative hands-on, in-person manufacturing training and technical assistance to eligible small manufacturing business concerns, under the U.S. Small Business Administration's Empower to Grow Program (formerly known as 7(j) Management and Technical Assistance Program). All interested applicants are encouraged to carefully read through the entire Notice of Funding Opportunity and make their own decision as to whether they meet the stated eligibility requirements and purpose for this grant initiative.
Question: When will the Grants be decided/awarded?
Answer: The SBA is anticipating issuing awards to as many as 10 eligible applicant organizations by the end of July but no later than the end of August.
Question: We have received some interest from another educational institution that is interested in teaming up with us, if subcontracts are not allowed, what is the best way to include them, they have some specialized equipment and geographic advantages that would help.
Answer: No more than 49 percent of award funds may be expended on contractor and/or consultant costs. Please review the 2 CFR 200 guidance on pass-through entity vs subrecipient.
SBA follow all Federal Regulations - https://www.ecfr.gov/current/title-2/part-200/section- 200.1#p-200.1 (Pass-through%20entity) and eCFR : 2 CFR Part 200 Subpart D - Subrecipient Monitoring and Management https://www.ecfr.gov/current/title-2/subtitle-A/chapter-II/part- 200/subpart-D/subject-group-ECFR031321e29ac5bbd
SBA has announced up to $50M in grant awards to as many as 10 eligible applicant organizations that will provide training and technical assistance to support small manufacturers in the SBA’s Empower to Grow (E2G) Program. The SBA does not envision any of the 10 eligible applicants receiving an award to issue subawards to partnering organizations, but instead partner together to execute the technical proposal. Applicant organization structures will be evaluated on a case-by-case basis after the deadline, including contractor or consultant relationships in compliance with section 2.4.
Question: Are the attachment items referenced (resumes, org chart, etc.) to be included in the technical proposal AND as an attachment? Or just as an attachment?
Answer: As stated in section 4.1.2 Attachments and Exhibits in the Notice of Funding Opportunity, in addition to the items discussed in the Technical Proposal and Budget Information sections, applicants must attach copies of the documents listed below, as attachments. Applicants are encouraged to include their organizational chart as an attachment, as well.
• Résumés, position descriptions, contracts, consulting agreements, letters of support, pledges of additional funding or in-kind resources, leases, conflict of interest policy, and cost policy statement;
• Copy of the applicant’s cost policy statement that includes the applicant’s general accounting policies, description of cost allocation methodology for salaries and wages, direct and indirect costs, grants and contracts, and expenditure allocations and guidelines the applicant follows;
• Last three years of Single Audit reports as required by 2 CFR § 200. 2 CFR Part 200 Subpart F Audit Requirements. The applicant can submit Single Audit Act reports. If the applicant is not required by law to comply with the Single Audit Act, audited financial statements will suffice. Audited financial statements must be submitted within ninety (90) days of receipt of the Notice of Award under this Funding Opportunity.
